City Council Meeting Minutes <br /> August 24, 1999 <br /> • Page 13 <br /> 1 Cavanaugh mentioned the prior suggestion of having the Parks Commission and Planning <br /> 2 Commission meetings televised on cable. He wished to impress upon the Commissions the <br /> 3 opportunity it would present to the community to have the meetings televised, and also that the <br /> 4 City has budgeted funds specifically for televising meetings. <br /> 5 VII. PUBLIC HEARINGS -None. <br /> 6 IX. UNFINISHED BUSINESS. <br /> 7 A. Resolution 99-051 re: Acquisition of 2700, 2704, and 2709 Pahl Avenue. <br /> 8 Resolution 99-051 was withdrawn. <br /> 9 B. Purchase of 2713 Pahl Avenue. <br /> 10 Ranallo introduced Mr. Todd Hubmer, WSB & Associates, Inc., and invited him to address the <br /> 11 Council. Mr. Hubmer stated that he had held discussions with the residents at 2709 Pahl <br /> 12 Avenue. This meeting was intended to discuss options and to discuss the resident's acceptance or <br /> 13 interest in pursuing any of the options presented. Mr. Hubmer had also contacted the residents at <br /> 14 2800 St. Anthony Boulevard, 2701 Pahl Avenue, 2705 Pahl Avenue, 2713 Pahl Avenue, and <br /> 15 2709 Pahl Avenue. Mr. Hubmer referenced his letter of August 24, 1999, which set forth the <br /> 40 latest results of the discussions, and said letter was reviewed for the Council. <br /> 17 Ranallo reviewed for the residents that the City had asked WSB & Associates and Mr. Hubmer <br /> 18 to review all possible options and the letter of August 24, 1999 provides the results of that <br /> 19 review. <br /> 20 Faust questioned whether the residents at 2713 Pahl Avenue were willing sellers as set forth in <br /> 21 Option VII. of the August 24, 1999 letter. Mr. Hubmer verified that the residents were willing <br /> 22 sellers and clarified that he had spoken with the homeowners. <br /> 23 Ranallo explained that the City had tried not to dislocate anyone from his or her home, but that <br /> 24 the City's intent was to provide a 100-year flood protection program. He stated that as long as <br /> 25 the residents were willing sellers, he was comfortable with the decisions. <br /> 26 Mr. Hubmer said the City would have some flexibility regarding any purchases. Faust asked Mr. <br /> 27 Hubmer for a timeline in which the City needed to act. Mr. Hubmer felt that it would be benefi- <br /> 28 cial if the three properties could be coordinated together, with demolition beginning in February <br /> 29 or March, and planting of trees and grass completed by spring. <br /> 30 Ranallo asked Mornson if there was a willing seller for 2700 and 2704. Mornson stated that the <br /> 31 price was reduced from the last negotiation and the preferred closing date would be in October or <br /> November. Ranallo asked Mr. Soth if the property at 2713 Pahl could be purchased by the City <br /> 16 with the stipulation that the residents can stay in the home until January or February. Mr. Soth <br /> 34 said his recommendation would be for the City to sign a purchase agreement with the stipulation <br />
