City Council Meeting Minutes
September 14, 1999
• Page 8
1 Cavanaugh mentioned that landscaping could still be discussed. Ms. Kimbllin stated that adding
2 trees and/or shrubbery would add a warmer feeling to the street. Although she realizes that there
3 is an issue regarding funding, she stated that most residents felt it was more cost effective to
4 complete the construction project from Stinson to County Road 88.
5 Ranallo thanked Ms. Kimbllin for addressing the Council.
6 Ranallo introduced Stan Mirocha, 2604 291 Avenue, and invited him to address the Council.
7 Mr. Mirocha stated that he had noticed a significant amount of heavy traffic on the road and
8 mentioned that a large truck had run over the curb and into his lawn.
9 Ranallo thanked Mr. Mirocha for addressing the Council.
10 Cavanaugh inquired if a state-aid road could be decertified. Mr. Hubmer replied that it is a com-
11 plicated issue and that the funding is based on a certain percentage of roads being designated as
12 state-aid roads.
13 Marks wished to express that he has enjoyed having a sidewalk in front of his house and feels
40 there is an opportunity being lost by the residents of 291h Avenue.
15 Cavanaugh clarified that Resolution 99-044 is approving the project from Stinson to County
16 Road 88, with no sidewalks.
17 kanallo stated that if funding were not available, some of the project would not be completed.
18 Faust reiterated that the project would be revisited in March or April 2000 and it is the City's
19 hope that the project can be completed at all the same time.
20 Thuesen wished to echo the comments by Marks regarding sidewalks. Thuesen felt that the
21 important issue of flooding is being resolved, but is concerned about the long-term effect of
22 eliminating sidewalks for the future. Thuesen expressed sincere appreciation for the residents'
23 feelings, and hopes that the City is able to continue to consider options for other residents
24 regarding sidewalks and channeling pedestrian traffic.
25
26 Motion by Marks, second by Faust to approve Resolution 99-044 stating that:
27 (1) The Council will consider the improvement of such streets in accordance with the report
28 at an estimated total cost of the improvement of$2,630,000.00.
29 (2) WSB & Associates, Inc. is hereby designated as the engineer for this improvement. They
30 shall prepare plans for making such improvement.
Motion carried unanimously.
