City Council Meeting Minutes <br /> November 9, 1999 <br /> • Page 3 <br /> 1 Motion by Marks, second by Faust, to adopt the Proclamation stating that the City Council of the <br /> 2 City of St. Anthony hereby designates and declares November 14-20, 1999 to be American Edu- <br /> 3 cation Week and urges all citizens to reaffirm their commitment to improving and supporting <br /> 4 education at all levels; and,translate this commitment into action by visiting our local schools. <br /> 5 Motion carried unanimously. <br /> 6 B. Report on Sanitary Sewer Implementation Plan by T. Hubmer, WSB & Associates, Inc. <br /> 7 Mayor Ranallo greeted Todd Hubmer, WSB & Associates, and invited him to address the Coun- <br /> 8 cil. <br /> 9 Mr. Hubmer began by stating that the Council had directed WSB & Associates to prepare an out- <br /> 10 line of an implementation plan for beginning improvements. This plan was based on the recom- <br /> 11 mendations contained in the sanitary sewer inflow and infiltration study. In that study, both the <br /> 12 capital improvements and the sanitary sewer education process for dealing with sump pumps and <br /> 13 drain tiles were addressed. <br /> 14 Mr. Hubmer directed the Council's attention to a copy of the Sanitary Sewer Infiltration/Inflow <br /> Study to be presented to the Metropolitan Council Environmental Services (MCES). This Study <br /> was intended to review the wastewater flows and conditions in the existing municipal sanitary <br /> 17 sewer system in order to consider alternatives to reduce backups and also reduce the clear water, <br /> 18 infiltration and inflow entering the system. The data reviewed and developed was intended to <br /> 19 provide the initial information to carry out a public information program and ultimately reduce <br /> 20 the City's waterflow rates. <br /> 21 Mr. Hubmer stated that the cost to complete improvements and detailed evaluations of the sani- <br /> 22 tary sewer system in critical areas is estimated to be $575,000 through the year 2000. It is esti- <br /> 23 mated that it will cost approximately $11,000 to implement the infiltration and inflow <br /> 24 enforcement of separating sump pumps from the sanitary sewer system. <br /> 25 In this respect, Mr. Hubmer presented Exhibit A, which provided an implementation schedule for <br /> 26 the sanitary sewer system improvements and presented a cost breakdown. There are 12 tasks <br /> 27 listed on Exhibit A, and Mr. Hubmer reviewed each item with the Council. <br /> 28 Specifically, Mr. Hubmer stated that the project is currently at Task 3, which is to complete and <br /> 29 submit the I/I Study to the Metropolitan Council. A resolution by the City Council was needed <br /> 30 in order to submit the Study. <br /> 31 Cavanaugh requested clarification of the total cost for Task Nos. 11 and 12, and also if the <br /> studies mentioned in Task Nos. 9 and 10 were to be completed this winter. Mr. Hubmer <br /> 46 responded that the total amount of Task Nos. 11 and 12 was $250,000, and that Task Nos. 9 and <br /> 34 10 could perhaps be accomplished this winter, but possibly next spring. <br />
