Truth in Taxation Hearing <br /> November 30, 1999 <br /> • Page 2 <br /> 1 Morrison continued by reviewing the General Fund Statement regarding major expenditures, <br /> 2 which included (1) General Management, Finance, Insurance/Accounting (approximately <br /> 3 $420,000); (2) Police Department for St. Anthony (approximately $1,000,000); (3) Police <br /> 4 Department Protection for Lauderdale/Falcon Heights (approximately $474,000); (4) Fire <br /> 5 Protection (approximately $495,000); and (5) Public Works (approximately $537,000). <br /> 6 Morrison then directed the Council's attention to a pie chart of General Fund Revenues, which <br /> 7 depicted the following revenues: (1) Tax Levy (46.7%); (2) Intergovernmental Revenue (20.4%); <br /> 8 (3) Contracts (15.6%); (4) Licenses-and Permits (2.7%); (5) Fines (2,8%); (6) Transfers (9.6%); <br /> 9 and (7) Miscellaneous (2.2%). <br /> 10 Morrison continued by presenting a different pie chart depicting the following General Fund <br /> 11 Expenditures: (1) Contracts (13.5%); (2) Fire (15.2%); (3) Public Works (21.2%); (4) Transfers <br /> 12 (2.1%); (5) General Government(9.4%); (6) Finance and Insurance(7.7%); (7) Inspections <br /> 13 (2.1%); and(8) Police (28.8%). <br /> 14 Morrison requested that Roger Larson continue the presentation with a review of the proposed <br /> 15 tax rate calculation and the impact for the residents. <br /> Larson began by stating that the City of St. Anthony is split in both Ramsey and Hennepin <br /> 17 Counties, and he presented a valuation report that stated the following: <br /> 18 Hennepin County <br /> 19 A home valued at $125,000 in 1999 and in 2000 would receive a decrease in City taxes of <br /> 20 $39.33. <br /> 21 A home valued at$118,000 in 1999 and $125,000 in 2000 would receive a decrease in City taxes <br /> 22 of$.98. <br /> 23 Ramsey County <br /> 24 A home valued at $129,500 in 1999 and in 2000 would receive a decrease of$41.68. <br /> 25 A home valued at $120,300 in 1999 and $129,500 in 2000 would receive an increase of$8.92.. <br /> 26 Mornson presented a statement entitled "What Do I Get for My Taxes," which set forth specific <br /> 27 dollar amounts paid by the resident for the City's expenditures based on an average home <br /> 28 valuation of$125,000 and City taxes of$476.32. <br /> 29 Ranallo wished to clarify that 20%of the total tax bill is for City taxes; 50% of the total tax bill <br /> 0 is for the school, and about 30%of the total bill is for county, state and governmental agencies. <br /> For the public's information, Ranallo pointed out that the school will hold a public hearing on its <br />
