City Council Regular Meeting Minutes <br /> February 8, 2000 <br /> • Page 10 <br /> 1 In that respect, Mr. Pauly directed the Council's attention to Section IV. of the Report entitled <br /> 2 "Best Practices." Mr. Pauly stated that the public works practices, programs, and involvement in <br /> 3 maintaining the City's infrastructure is consistent with what one might find in similar <br /> 4 communities in the area. <br /> 5 In fact, some of the responses, practices, and duties exceed those services of public works <br /> 6 operations found in similar sized communities. For example, the practice of routine curbside <br /> 7 brush pick up, the time frame of snow removal, the frequency of citywide street sweeping, and <br /> 8 the trained involvement of the Public Works Staff as volunteer fire fighters all exceed typical . <br /> 9 standards. Mr. Pauly commended the public works department on the excellent work and opera- <br /> 10 tion. <br /> 11 In addition, Mr. Pauly found zero areas where the public works department was deficient, except <br /> 12 for the ability to retain good public works records and this is caused simply by a lack of electrical <br /> 13 components and space. Otherwise, he felt the public works department was being well managed, <br /> 14 particularly under the circumstances. <br /> 15 In conclusion, Mr. Pauly stated that the Council has recognized the need to upgrade the mainte- <br /> nance facility so that deficiencies can be corrected, equipment properly housed and maintained, <br /> and to provide an environment to retain an effective, motivated public works staff. With that <br /> 18 change and access to current technology, those administrative practices, which are vital to good <br /> 19 asset management practices, can be achieved by placing St. Anthony in accordance with other <br /> 20 progressive public works agencies. <br /> 21 Cavanaugh expressed disappointment that he felt that Mr. Pauly's findings did not adequately <br /> 22 relate to the facility. In other words, he asked Mr. Pauly what his sense of housekeeping was for <br /> 23 the building <br /> 24 Mr. Pauly responded that there is a significant shortage of space in the building and good house- <br /> 25 keeping is a difficult task, particularly when there is a variety of functions taking place in the <br /> 26 building at the same time. <br /> 27 Cavanaugh thanked Mr. Pauly for his presentation and introduced Capt. John Ohl, in attendance <br /> 28 as a representative for the Police Department. Mr. Ohl wished to discuss the possibility of incor- <br /> 29 porating a firing range into the plans for the new public works building. <br /> 30 Mr. Ohl provided a background of the concept by directing the Council's attention to his memo <br /> 31 dated January 25, 2000 to Chief Engstrom. In this memo, Mr. Ohl stated that the Police Depart- <br /> 32 ment can no longer utilize the Robbinsdale Firing Range and thus has lost the ability to train in <br /> �3 certain POST mandated areas. <br />
