City Council Regular Meeting Minutes February 22, 2000 • Page 6 1 2 Cavanaugh stated that, although the 29th Avenue project and the Harding project are 3 linked, the City's purpose is to ensure that the 29th Avenue project satisfies the flooding 4 solution. He offered assurance that the 29th Avenue project would not proceed independ- 5 ently, but as the schedule unfolds, answers about the Harding project would be provided. 6 Motion by Hodson to approve Resolution 00-021, Approving Plans and Specifications 7 and Ordering Advertisement for Bids, wherein the City Council of the City of St. 8 Anthony resolves that: 9 1) Such improvement is necessary, cost-effective, and feasible as detailed in the 10 feasibility report; 11 12 2) Such plans and specifications are hereby approved. 13 3) The consulting engineering firm shall prepare and cause to be inserted in the offi- '14 cial paper and in the Construction Bulletin, ad advertisement for bids upon the making of 15 such improvement under such approved plans and specifications. The advertisement �j shall be published for two times, shall specify the work to be done, shall state that bids �j will be opened on March 29, 20000 and bids the responsibility of the bidders will be 18 considered by the City Council at 7:00 p.m. on April 11, 2000 in the Council Chambers 19 of the City Hall. Any bidder whose responsibility is questioned during consideration of 20 the bid will be given an opportunity to address the Council on the issue of responsibility. 21 No bids will be considered unless sealed and filed with the Clerk and accompanied by a 22 cash deposit, cashier's check, bid bond or certified check payable to the City of St. 23 Anthony for Five (5%)percent of the amount of such bid. 24 Motion carried unanimously 25 3. Report on removal vs. demolition of houses on Pahl Avenue. 26 Mr. Hubmer stated that he was in attendance at a meeting to discuss options for offering . 27 homes for purchase and relocation, or demolishing the homes. In that respect, he directed 28 the Council's attention to his letter of February 15, 2000. Such letter provided a back- 29 ground of information by stating that the homes located at 2700, 2704, and 2713 Pahl 30 Avenue have been scheduled to be removed and storm water storage basins constructed in 31 their location in the spring of 2000. The options available were to remove the homes by 32 demolition, or to sell the homes to a home mover for removal from the City. 33 Mr. Hubmer continued by stating that the option to demolish the homes and remove them �4 would incur a cost of approximately $36,000 - $39,000 for all three structures.
