1 CITY OF ST. ANTHONY <br /> BOARD OF REVIEW MEETING MINUTES <br /> 3 APRIL 11, 2000 <br /> 4 7:00 p.m. <br /> 5 I. CALL TO ORDER/PLEDGE OF ALLEGIANCE. <br /> 6 Mayor Cavanaugh called the meeting to order at 7:00 p.m. and invited the Council and the audi- <br /> 7 ence to participate in the Pledge of Allegiance. <br /> s II. ROLL CALL. <br /> 9 Councilmembers present: Mayor Cavanaugh; Councilmembers Sparks, Horst, and Hodson <br /> 10 Councilmembers absent: Brian Thuesen <br /> 11 Also present: Michael Mornson, City Manager; City Attorney William Soth. <br /> 12 III. DISCUSSION OF PROPERTY'VALUATION IN ST. ANTHONY. TAMARA <br /> 13 DOOLITTLE,HENNEPIN COUNTY ASSESSOR,WILL BE PRESENT. <br /> 14 Mayor Cavanaugh reviewed for the Council and audience the purpose of the Board of Review <br /> 15 process. At this meeting, taxpayers that have concerns about the valuation of their property may <br /> 16 address those concerns and request additional action. <br /> 17 Additionally, Cavanaugh stated that Notice of the Board of Review was published on March 29, <br /> 8 2000 in the St. Anthony Bulletin, and all persons considering themselves aggrieved by said as- <br /> sessment or who wish to complain how the property of another is assessed, were notified to ap- <br /> 20 pear at this meeting and show cause of having such assessment corrected. This is the first step in <br /> 21 the process and if the taxpayer is dissatisfied with the results,then an appeal can be made to the <br /> 22 Board of Equalization. <br /> 23 Cavanaugh introduced Ms. Tamara Doolittle, appraiser. <br /> 24 Ms. Doolittle stated that she is an appraiser with Hennepin County, and she introduced Ms. <br /> 25 Carrie Luther, a former appraiser that-was in the audience. <br /> 26 Ms. Doolittle reviewed for the Board and the audience the increases/decreases in property valua- <br /> 27 tions that were experienced by the City for 1999. She compared those figures with 1998. In ad- <br /> 28 dition, Ms. Doolittle stated that.the Department of Revenue sets a standard that assessments must <br /> 29 be in the median ratio of 90%to 105% of the sales price. <br /> 30 During the Board of Review process,the assessor's office reviews the property values of the <br /> 31 assessment,the concerns of residents, and the following options can be considered: (1) raise; (2) <br /> 32 lower; or(3)make no change to the assessment. Furthermore, any resident that has appeared <br /> 33 before the Board today is entitled to proceed to the County Board of Equalization if concerns are <br /> 34 not satisfactorily resolved. <br /> 05 Mayor Cavanaugh opened the public hearing at 7:06 p.m. <br />
