City Council Regular Meeting Minutes <br /> April 25, 2000 <br /> • Page 9 <br /> 1 meeting and clarified that under the current zoning requirements, there is less control by <br /> 2 the City over which businesses choose to utilize the zoning uses. Under a PUD, the rules <br /> 3 change and the City would be able to utilize more control over the property. <br /> 4 Mr. Hanson stated that in response to concerns of some residents around Silver Lake re- <br /> s garding stormwater runoff, he had expressed his belief at the Planning Commission <br /> 6 meeting that the PUD would provide leverage for the City to work toward the <br /> 7 improvement of water quality and deal more effectively with those issues, as opposed to <br /> 8 simply rezoning the property. <br /> 9 Mr. Hanson directed the Council's attention to a document prepared by DSU entitled <br /> 10 "Proposed Comprehensive Plan Tex Change" and invited the Council to review the text. <br /> 11 Lastly, Mr. Hanson stated that the Planning Commission(in a motion by Stille and sec- <br /> 12 onded by Thomas), had approved the Amendment to the Comprehensive Plan as <br /> 13 proposed in the document prepared by DSU and the Resolution is now before the Council <br /> 14 for approval. <br /> Cavanaugh clarified that the Metropolitan Council needed to approve the Amendment to <br /> the Comprehensive Plan, and that the Council was simply approving the Amendment on <br /> 17 the expectation that it would be approved by the Metropolitan Council. <br /> 18 Thuesen noted Mr. Hanson's comment in the Planning Commission meeting minutes of <br /> 19 April 18 regarding stormwater runoff from Apache Plaza, and inquired about the process <br /> 20 to address that issue. <br /> 21 Mr. Hanson stated that Scott Tankenoff, Managing Partner of Hillcrest Development, has <br /> 22 contacted the Rice Creek Watershed District and has begun a dialogue regarding the <br /> 23 stormwater issue and that this subject could be addressed in the Developers Agreement. <br /> 24 Mr. Hanson offered his understanding that Mr. Tankenoff intended to go above the <br /> 25 standards provided by Rice Creek in connection with water quality. <br /> 26 Cavanaugh suggested that the document prepared by DSU entitled"Proposed Compre- <br /> 27 hensive Plan Text Change" include a heading"Amendment to St. Anthony's Comprehen- <br /> 28 sive Plan". <br /> 29 Motion by Horst to approve Resolution 00-032, a Resolution Approving an Amendment <br /> 30 to the City of St. Anthony Comprehensive Plan, with an addition to the "Now, Therefore" <br /> 31 clause as follows: <br /> "NOW, THEREFORE, BE IT RESOLVED,that the City Council of the City of St. An- <br /> 33 thony,subject to Metropolitan Council approval, hereby approves the petition from Hill- <br />
