Resolution 00-049 re: Award Sale of General Obligation Storm Sewer Revenue Bonds. <br /> 6 Motion by Thuesen to approve Resolution 00-049, a Resolution Relating to $950,000 General <br /> 7 Obligation State-Aid Street Bonds, Series 200013; Awarding the Sale, Fixing the Form and <br /> 8 Details and Providing for the Execution and Delivery Thereof and Security Therefor. <br /> 9 Motion carried unanimously. <br /> 10 D. Resolution 00-050 re: Decertification of Existing Tax Increment Financing District and <br /> 11 Call for Hearing on Tax Increment Finance District for Apache Plaza. <br /> 12 Cavanaugh explained that this resolution involves taking parcels from the existing Tax Increment <br /> 13 Financing District("TIF")district and placing them in a new TIF district. City Manager <br /> 14 Mornson offered that the Council would simply be setting a public hearing and then the City <br /> would be discussing details with the development and consultants. This process follows the <br /> 41 critical path of the Tax Increment Financing issues. <br /> 17 Motion by Horst to adopt Resolution No. 00-050, a Resolution Calling for a Public Hearing on <br /> 18 Amendments to the Redevelopment Plan for Redevelopment Project No. 3., Redevelopment <br /> 19 Project No. 3 and Tax Increment Financing Plan for Tax Increment Financing District No. 3, <br /> 20 Ramsey County of the Housing and Redevelopment Authority of St. Anthony and on a Proposed <br /> 21 Tax Increment Financing Plan. <br /> 22 Motion carried unanimously. <br /> 23 E. Resolution 00-051, re: Livable Communities Demonstration Account Grant Plan. <br /> 24 Mayor Cavanaugh introduced Doug Bergstrom, Chair of the Planning Commission. Mr. <br /> 25 Bergstrom stated that the Planning Commission and Staff have been working with the City's <br /> 26 consultants, DSU, in developing some of the planning associated with Hillcrest's redevelopment <br /> 27 of Apache Plaza. In working with DSU, the Planning Commission and Staff was alerted to the <br /> 28 existence of Metropolitan Council planning Grants, and DSU has had past success in getting <br /> 29 fairly substantial amounts of grant money to do planning. In the experience of DSU, they <br /> 30 believed that the area of Apache and extending into the Salvation Army property, could act as a <br /> 31 pilot project to acquire some of the funds. <br /> • <br />
