Morrison <br /> 2 stated that those requirements have been met. <br /> 3 Hodson related some concerns over;the figures presented on the budget. He stated he would like <br /> 4 for the department heads not to have to come back to the Council and have figures approved,but <br /> 5 rather he would personally count on the City Manager to handle the budgets for the department <br /> 6 heads. <br /> 7 Horst-noted that he has talked to the police department,and that department feels that more funds <br /> 8 could be utilized, and the same response was obtained from the fire department chief. <br /> 9 Cavanaugh explained that all the departments were funded and even so, the City did not have a <br /> 10 large amount of reserves. <br /> I I Thuesen noted that even though the departments are funded, he would like to see appropriate <br /> 12 funds allocated to the service departments. <br /> 13 Cavanaugh responded that the budgefs were approved by the City Manager, and Thuesen noted <br /> 40 that the City Manager was simply reacting to a directive given by the Council on a divided vote. <br /> 15 Morrison responded by explaining the prior practices of the budget process and prior Council di- <br /> 16 rection, and the reason for the type of budget that is being presented this year. He explained in <br /> 17 detail the process that Staff works with to arrive at the budget. <br /> 18 Horst inquired if an alternate plan for Apache would be considered, where would those funds <br /> 19 come from. Mornson noted that any funds would come from the H.R.A. project funds. <br /> 20 Motion by Hodson to approve Resolution 00-068, a Resolution Authorizing a Tax Rate Increase <br /> 21 for the 2000 Tax Levy, Collectible:2000. <br /> 22 Motion carried unanimously. <br /> 23 IX. GENERAL POLICY BUSINESS OF THE COUNCIL. <br /> 24 A. Frontline Church Ordinance Amendment Request. <br /> 25 Cavanaugh asked for a report from the Planning Commission. Chair Bergstrom of the Planning <br /> 26 Commission approached the Council and reviewed the application by Frontline Church. Mr. <br /> 27 Bergstrom noted that the request by the Church-was to amend the City's permitted uses in com- <br /> 28 mercial districts. Currently, churches are not an-allowable use in a commercial district, but only <br /> 29 in a residential district. Mr. Bergstrom noted that the Planning Commission had significant con- <br /> cerns because if the request would be approved, it would apply to all of the commercial districts <br /> in the City, not just the Frontline Church property. Mr. Bergstrom noted that the Commissioners <br /> 32 had a long discussion about the imp"ad of a church within a commercial district. <br />
