City Council Regular Meeting Minutes <br /> October 24, 2000 <br /> • Page 4 <br /> l City Manager Michael Morrison recalled;that there was a joint meeting with the Parks <br /> 2 Commission and School Board in September, and the following week, the School Board <br /> 3 passed a resolution as a result of that meeting. <br /> 4 Morrison directed the Council's attention Page 33 is a proposed schedule of the tax abate- <br /> 5 ment plan. In essence,the schedule stated that on October 24, the Council would be re- <br /> 6 quested to pass a Resolution authorizing a public hearing on the abatement. On <br /> 7 November 7, there would be a Resolution provided to the School Board to call for a pub- <br /> 8 lic hearing on the abatement. November 28 there would be a joint public hearing with the <br /> -9 School Board at 7:00 p.m. in Council Chambers. On this date, the Council will decertify <br /> 10 the TIF district and adopt abatement at the regular Council meeting. <br /> 1 Furthermore, Mornson stated that on December 5, the School Board is expected to adopt <br /> 12 the abatement plan, and on December"1T;°the Council is expected to authorize the bond <br /> 13 sale. <br /> 14 Horst inquired if, in the past, Counties do not participate in the abatement process. <br /> 15 Morrison noted that Hennepin County does participate in abatement in some circum- <br /> stances. The law is set up'if alI three jurisdictions participate, meaning the school, <br /> 0 county, and city, more funds Will be received. If one refuses to participate, a bond issue <br /> 18 can be implemented. <br /> 19 Motion by Hodson to approve Resolution 00-084, a resolution Relating Calling for a <br /> 20 Joint Public Hearing on Tax Abatement Relating to the Walbon and Evergreen <br /> 21 Properties, wherein on behalf of the City, the City Council of the City of St. Anthony <br /> 22 hereby calls for a public hearing,to be,hdd in conjunction with the School Board of ISD <br /> 23 #282, to consider a tax abatement of the,Walbon and Evergreen properties in the City of <br /> 24 St. Anthony, for the purpose of a bond issuance in the estimated amount of$625,000. <br /> 25 Contingent upon agreement by the School Board of ISD #282, said public hearing will be <br /> 26 scheduled for Tuesday,November 28, 2000 at 7:00 p.m. in the St. Anthony City Hall - <br /> 27 Council Chambers. <br /> 28 Motion carried unanimously. <br /> 29 D. Ordinance 2000-013 re: Fee Increases for Heating and Multiple Dwelling Licenses (1 st <br /> 30 Reading). <br /> 31 Motion by Thuesen to approve the First Reading of Ordinance 2000-013, an Ordinance <br /> 32 Relating to Fees, Amending Section 6f 5.06 of the-1993 St. Anthony Code of Ordinances. <br /> Motion carried unanimously. <br /> 34 E. Ordinance 2000-014 re: Uncollectible Alarm Permit Fees (1st Readin2). <br />
