City Council Regular Meeting Minutes <br /> October 24, 2000 <br /> Page 7 <br /> 1 which can be funded through the revenue stream of the WMO. Mr. Anderson stated that <br /> 2 one of the advantages of a WMO is the local control. <br /> 3 In reference to a concern abouf a six-year or longer commitment, Mr. Anderson re- <br /> 4 sponded that a possible five=year review would be beneficial to both parties. <br /> 5 Additionally, he stated that if the WMO failed to meet the City's expectations, that the <br /> 6 City would be able to withdraw from the Joint Powers Agreement upon a moment's <br /> 7 notice. He believed that this could be a win-win situation for every member community. <br /> 8 Thuesen inquired if the WMO would assist with the south end of the community. A rep- <br /> 9 resentative from the WMO noted that coverage could be expanded. <br /> 10 The representative from the WMO noted that the earliest the levy would take effect <br /> 11 would be 2002. This was in response to'a question by City Manager Morrison. The <br /> 12 Council would wait to review the Joint Powers Agreement before making any final <br /> 13 decisions. <br /> 14 Cavanaugh thanked all of the representatives from the Middle Mississippi Watershed <br /> Management Organization for their input and review of the levy and upcoming situation. <br /> 16 2. Inflow/Infiltration(Resolution 00-085). <br /> 17 Mr. Hubmer noted that the Council has a Resolution to review which is necessary in <br /> 18 order to continue with the improvements to the Harding Lift Station. There needs to be <br /> 19 an increased pump capacity, which brrgs`up issues with the City of Minneapolis because <br /> 20 of the increased water flow to that area.,.. <br /> 21 Mr. Hubmer noted that there were many issues which needed to be resolved between the <br /> 22 City of Minneapolis and the:Metropolitan Council. In that respect, the Metropolitan <br /> 23 Council has asked the Council:to approved the Resolution and to formalize an agreement <br /> 24 with the City of Minneapolis,that the City of St. Anthony will meet the peak flow ratio <br /> 25 goal of 1.68. <br /> 26 Thuesen inquired if the City is not able to get the amount out of the lift station that the <br /> 27 City needs, what would that do as far as the sanitary sewer backup? Mr. Hubmer stated <br /> 28 that the Metropolitan Council has acknowledged that there is a health and safety issue <br /> 29 surrounding sanitary backup, and the,Metropolitan Council has allowed the.City to <br /> 30 increase its capacity to 250 gallons per-minute. <br /> 31 Thuesen inquired if, in Mr. Hubmer's opinion, the City is getting this issue under control <br /> so that the City can reduce the I/I to an extent that is satisfactory to the Metropolitan <br /> Council and to the residents! <br />
