. 1 <br /> City Council Regular Meeting Minutes <br /> • November 28, 2000 <br /> Page 3 <br /> 1 Motion by Hodson to approve Resolution 00-083, a Resolution Relating to the Final Plat for <br /> 2 Apache Terrace 2nd Addition. <br /> 3 Motion carried unanimously. <br /> 4 D. Ordinance 2000-013 re: Fee Increases for Heating and Multiple Dwelling Licenses. <br /> 5 City Manager Morrison noted that, during the budgeting process, Staff conducted a revenue sur- <br /> 6 vey to compare the costs of St. Anthony's fees, licenses and permits to those of other cities. <br /> 7 Morrison continued by stating that the results of the analysis indicated that St. Anthony is in need <br /> 8 of increasing its annual fees for Heating License and Multiple Dwelling Fees. To revise the <br /> 9 rates, there needs to be a change in the Ordinance. <br /> 10 Motion by Sparks to approve Ordinance 2000-013, an Ordinance Relating to Fees, Amending <br /> 1 1 Section 615.06 of the 1993 St. Anthony Code of Ordinances. <br /> 12 Motion carried unanimously. <br /> E. Ordinance 2000-014 re: Uncollectible Alarm Permit Fees (3`d Reading). <br /> �l4 City Manager Michael Morrison reviewed for the Council that a.section of the Ordinance pertains <br /> 15 to security alarms that are intended to protect public safety and to avoid misuse, careless or negli- <br /> 16 gent operation of security alarms. <br /> 17 Currently there are over 200 alarms registered in St. Anthony. Most owners of security systems <br /> 18 diligently respond to registering and paying their annual permit fee. However, there is a small <br /> 19 amount of business and residential security alarm owners who do not pay the fee on a timely ba- <br /> 20 sis. <br /> 21 To alleviate the amount of Staff time dedication to the collection of unpaid security alarm <br /> 22 permits, Staff is recommending a change in the ordinance to assign unpaid security alarm permits <br /> 23 to the quarterly utility bills. <br /> 24 Motion by Thuesen to approve Ordinance 200-014, an Ordinance Relating to Alarm User Fees, <br /> 25 Amending Section 540.06, Subd. 2 of the 1993 St. Anthony Code of Ordinance. <br /> 26 Motion carried unanimously. <br /> 27 F. Resolution 00-088 re: City Manager's 2001 Salary. <br /> 28 Cavanaugh noted that each Councilmember has met with the City Manager and provided a <br /> 29 report. Cavanaugh thanked Thuesen for organizing this the review process. <br />
