City Council Regular Meeting Minutes <br /> • December 11, 2000 <br /> Page 4 <br /> 1 2. Morrison reported that he had attended the National League Conference Action Confer- <br /> 2. ence. Half of the seminar was on Healthy Youth,.and.some were on positive parenting, Council <br /> 3 effectiveness, and other-helpful issues. <br /> 4 3. A sump pump education program will be required by the Metropolitan Council beginning <br /> 5 next year. Currently Morrison and Hubmer are negotiating an agreement regarding sump pumps <br /> 6 with the Metropolitan Council. Beginning in 2003, the Metropolitan Council wants the City to <br /> 7 go to a mandatory compliance for residents to remove the sump pumps. More information will <br /> 8 be forthcoming as details progress. <br /> 9 4. Morrison reported further that he had been notified by City Attorney Jerry Gilligan of <br /> 10 Dorsey & Whitney that the City needs to hold a public hearing on the purchase of the Custom <br /> I 1 Liquidators property. The State Auditor's office as well as the State Legislature is interested in <br /> 12 following how cities are using public financing. The public hearing would be set for January 23, <br /> 13 2001, and a motion will be needed by the H.R.A. <br /> 14 5. Todd Hubmer will be meeting with the Silver Lake Quality Task Force on December 14, <br /> 15 2000.•. . . <br /> 16 6. Morrison directed the Council's attention to a letter from Judy, License Clerk, wherein the <br /> 17 tobacco shop on Silver Lake Road is closing. A coffee shop is proposed to be in that spot; how- <br /> 18 ever, a sink and countertop must be installed. Morrison requested clarification from the Council <br /> 19 that, because there is a moratorium for that area, that the coffee shop could proceed with the <br /> 20 plans. <br /> 21 Although it was the general consensus of the Council to approve the project, Cavanaugh <br /> 22 requested that City Manager Morrison review this issue with the City Attorney prior to any <br /> 23 decisions from the Council. <br /> 24 7. Morrison noted that a motion is needed for approval of a Pledge Agreement with the <br /> 25 School District. .This agreement is to prevent a future School Board to modifying the agreements <br /> 26 that have already been reached with the.City and School Board. <br /> 27 Motion by Horst to approve the Pledge Agreement as presented by City Manager Michael <br /> 28 Morrison at the December 11, 2000 City Council meeting. <br /> 29 Motion carried unanimously. <br /> 30 8. Morrison presented the proposed interview schedule for Park Commissioners and <br /> 1 Planning Commissioners and invited the Council's input as to the date and time presented. <br />
