Childs, City Manager <br /> ------------------------------------------------------------------------- <br /> SUMMARY DISCUSSION OF SUBJECT: During preparation of the 1983 budget , provision <br /> for wage and fringe benefit cost increases was purposely only partially made. We <br /> believe that the union contract settlements this year have been equitable but <br /> because of an effort to underbudget, a budget modification is now necessary to <br /> provide for an accurate budget document. In addition , in preparation of the 1983 <br /> budget , about $20,000 in wage items ( longevity , holiday pay , and educational and <br /> incentive) were not included in the budget figures as is apparent in the attached <br /> chart. <br /> FISCAL IMPACT : Adequate revenues in the areas of fines , permits and other <br /> revenues coupled -with reduced spending in other areas will allow expenditures to <br /> remain below revenues for 1983. <br /> ALTERNATIVES : One alternative would be to not modify the budget at this time. <br /> The result would be to artificially increase the apparent increase between the <br /> 1983 and 1984 budgets by 2 - 3 percent . <br /> RECOMMENDATION: Recommend passage of Resolution 83-039. <br /> CITY MANAGER' S REVIEW: COMMENTS : <br />
