CITY OF ST. ANTHONY <br /> HOUSING AND REDEVELOPMENT AUTHORITY MINUTES <br /> October 21, 1983 <br /> Those present were : Chairman Sundland, Vice Chairman Letourneau, <br /> Secretary/Treasurer Marks and Commissioners <br /> Ranallo and Enrooth . <br /> Also present: David Childs , Executive Director; William Soth, City <br /> Attorney; Dick Krier, Redevelopment Consultant; <br /> Tom Donahue, Relocation Consultant; Steve Yurick, <br /> Redeveloper (Arkell Development) ; and Will Montgomery , <br /> Architect for Saunders-Thalden. <br /> Dick Krier reviewed extensive changes to the Phase I construction plans <br /> for the Kenzie Terrace projects , including lots of berming on the <br /> site, enclosure of the' lower level of parking and the second level <br /> open. With- all changes , the resulting structure will be 8 feet <br /> taller than the May, 1983 proposal and will have a resulting height <br /> from street level to roof peak of 66 'feet. <br /> A motion was -made by Commissioner Ranallo, seconded by Secretary/Treasurer <br /> Marks to approve the preliminary construction plan of Phase I , Kenzie <br /> Terrace with the following conditions : <br /> (1) That the final construction plans conform to the preliminary <br /> plan and to the urban design guidelines of the redevelopment plan. <br /> (2) That the brick facade color be approved by the Housing and <br /> Redevelopment Authority. <br /> ( 3) That all open structural parking areas have wrought iron black <br /> decorative and secure mesh which is appropriate to the architecture <br /> of the building. <br /> (4) That the final grading plan be prepared by a registered engineer. <br /> (.5) That the bus shelter shown on the plan be properly labeled and <br /> that. landscaping be detailed in the final construction plan. <br /> The motion carried unanimously. <br /> Dick Krier discussed acquisition of the body shop. property owned .by <br /> the -Gudim' s and Anderson' s . • He described the- negotiation process :and <br /> the relationship of the proposed purchase price - to the just.. compensation <br /> amount set several months ago by the H.R.A-. It was .recommended that <br /> a purchase price of $207,000- be authorized; .keeping in mind the. age of <br /> the City's appraisal .(1 year) ; title questions on. the property .as. <br /> well as the risks- and costs .of continuing-with the- condemnation,. . - <br /> process. <br /> he condemnation. - <br /> process. <br />
