MEMORANDUM <br /> DATE: March 28 , 19.84 <br /> TO: David Childs , City Manager <br /> FROM: Larry Hamer, Public Works Director <br /> SUBJECT: Summary of MWCC Costs Meeting <br /> --------- --------------------------------------------------------- <br /> The Metropolitan Waste Control Commission held an informational <br /> meeting March 21st in an attempt to clarify their cost distribution; <br /> community debits and credits ; and new construction. <br /> The manner in which these explanations was presented did little <br /> to clarify the concerns of those present. Copies of an MWCC report <br /> were available, however it was verbally noted at the meeting that <br /> several of the "key" pages of the report were missing. <br /> The report contained examples which illustrated communities which <br /> had been included into the MWCC system, had investments in the <br /> system and were receiving a credit until the debt is paid. • <br /> It was not too clear to me, but I believe St. Anthony is in, Service <br /> Area 1 (as 'is the City of Minneapolis) . We should definitely <br /> ascertain in what area St. Anthony is and what the deficit is for <br /> that area. The MWCC stated they have met with cities appearing to <br /> have large increases to explain the cause. However, as you know, <br /> they have never done so with St. Anthony . We should contact them <br /> to arrange such a meeting. The Metropolitan Council has stated <br /> areas in which new construction or interceptor lines will be built <br /> would be allowed input before the fact, rather than receiving the <br /> costs afterward. <br /> There were no questions after the presentation, which leads me to <br /> believe this was an unproductive session. I am very sure most <br /> attendees had concerns to express . <br /> RECOMMENDATIONS <br /> There are several unclear and confusing areas concerning the AWJCC. <br /> I recommend we arrange a meeting with them to clarify : <br /> 1. - In what service area the- Village is . <br /> 2. Each credit and deficit :pertinent to that area. <br /> : 3: - When the deficit will be completely paid. <br /> A . The position of St. Anthony . for future charges. • <br />
