• CITY OF ST. ANTHONY PLANNING COMMISSION MII4UTES April 17, 1984 The meeting was called to order at 7:-33 ..P.M.- by -Chairman. .:Zaw sTak;.,.= Present for roll call : Wagner, Zawislak, Jones , Franzese , Bjorklund; and Hansen. Absent: Bowerman. Also present: David Childs, City Manager. The following change was made in the April 3 ,. 1984 Planning Commission minutes before a vote of approval was taken: Page 5 , line 51: Delete the word "parking" . Motion by Commissioner Franzese and seconded by Commissioner Hansen to approve as amended the Planning Commission minutes of March 19 ,. 1984 and April 3, 1984 . Motion carried unanimously. Ken Hiebel, 3341 Skycroft Circle, was present for a concept review for a proposed 8 foot fence on his side yard to screen the,= �t�ew_f-rom his dining room window to neighboring-:pr:operties . The fence`-wou - be 1 X 4 cedar and-.would attach to his , 6- =foot swimming pool fence. Mr. Hiebel stated- th°at he had not yet spoken with his . neighbor about the fence, but felt that there would not be any objections . The Commission also discussed the proposed open rafters and interpreted the zoning ordinance to allow such features within 3 feet of the side lot line , thus requiring a variance , since Mr. Hiebel proposes to come within G inches of his lot line. The Commissioners- had the following comments : Commissioner Franzese believes that his yard is very well landscaped and that Mr. Hiebel should be allowed to screen out a bad view of other property. Commissioner Jones feels that the fence/rafters are well planned and a nice addition. Commissioner Jones would support the request for rafters and fence height if a letter of support from the neighbor is received. Commissioner Wagner feels it is a good proposal and reserved final judgement pending input from the neighbors . • Commissioners Hansen and Zawislak were in general agreement with the others.
