March 3, 1989 <br /> • Preliminary Draft <br /> REFUSE LICENSING ORDINANCE <br /> Subdivision 1. Definitions. The following terms, as used in this <br /> Section shall have the meanings stated: <br /> A. Garbage: Putrescent animal and vegetable waste resulting <br /> from the handling, preparation, cooking and <br /> consumption of food. <br /> B. Other Refuse: Ashes, non-recyclable glass, crockery, cans, <br /> paper, boxes, rags and similar non-putrescent <br /> materials. <br /> C. Recyclables: Materials which may be recycled or reused <br /> through recycling processes, including metal <br /> beverage containers, glass, newsprint, or other <br /> materials as may be defined by Council resolution. <br /> D. Yard Wastes: Organic materials consisting of leaves, grass <br /> clippings, other forms of organic garden waste, or <br /> other materials as may be defined by Council <br /> resolution. <br /> E. Residential Dwelling: Any single building consisting of one <br /> through four dwelling units with individual <br /> kitchen facilities for each. <br /> F. Multiple Residential Dwelling: Any building used for <br /> residential purposes consisting of more than four <br /> dwelling units with individual kitchen facilities <br /> for each. <br /> G. Commercial Establishment: Any premises where a commercial or <br /> industrial enterprise of any kind is carried on <br /> and shall include restaurants, clubs, churches, <br /> and schools where food is served. <br /> H. Hauler: A collector or transporter of mixed municipal solid <br /> waste, recyclable materials and yard waste. <br /> I. Special Pick-Up: Any collection of materials other than <br /> refuse, recyclables or yard waste, including white <br /> goods, furniture, oversized materials and <br /> construction debris; and a spring and fall clean- <br /> up. <br /> J. Days Specified for Collection: Within a residential area, <br /> garbage, other refuse, recyclables and yard waste <br /> are collected on the same day, either Tuesday or <br /> Wednesday of each week. <br />
