4 <br /> 3 <br /> • 3 . Residential Dwelling hauling licensees shall make <br /> curbside recycling collection available to all <br /> Residential Dwelling accounts no later than <br /> At a minimum, such service shall include all <br /> recyclables defined herein. <br /> 4. Residential Dwelling hauling licensees shall <br /> separately collect and dispose of yard waste for a <br /> minimum of eight weeks in the spring commencing on <br /> April 1 and eight weeks in the fall commencing on <br /> September 15. <br /> 5. Residential Dwelling hauling licensees -shall <br /> conduct a spring and fall special pick-up on those <br /> dates defined by Council Resolution. <br /> 6. Residential Dwelling hauling licensees shall make <br /> weekly collection of separated garbage and other <br /> refuse, yard waste and recyclables for all Residential <br /> Dwelling Accounts within the specified days of <br /> collection. <br /> a. It shall be unlawful for refuse vehicles to <br /> operate on residential streets on any other day, <br /> • except to collect a missed pick up, special pick- <br /> up or when an observed holiday falls within that <br /> week. <br /> B. Before a garbage and refuse hauler or recycling license <br /> shall be issued, the applicant shall file with the City <br /> Clerk evidence that he has provided public liability <br /> insurance on all vehicles in at least the sum of $100,000.00 <br /> for injury of one person, $300,000.00 for the injury of two <br /> or more persons in the same accident, and $50,000.00 for <br /> property damages. <br /> C. Each applicant shall file with the City Clerk, before <br /> a garbage and refuse hauler or recycling license is issued <br /> or renewed, a schedule of proposed rates to be charged <br /> during the licensed period for which the application is <br /> made. Every licensee shall provide 14 days prior <br /> notification of any change in rates to be implemented during <br /> the licensed period. <br /> 1. Residential Dwelling hauling licensees rates shall <br /> include a minimum of three levels of regular service, <br /> priced on the basis of volume. <br /> D. No hauler operating on a route in a residential <br /> district shall operate a truck on any City street when the <br /> weight of said vehicle exceeds eight tons per axle. <br />
