Susan L. VanderHeyden
Acting City Manager
City of St. Anthony
3301 Silver Lake Road
St.. Anthony, Minnesota. 55418
Re: Ordinance Codification
Dear Sue:
• Enclosed is a proposal from the City Lawyer Exchange
and Repository ( "CLEAR" ) , an organization affiliated with
the League of Minnesota Cities, for codification of the
City' s ordinances, for a fee of $5, 488 .
I have worked with CLEAR doing ordinance codifications
for two other cities, and have been pleased with the job
they have done. You should understand, 'however, that their
work really amounts to a process of putting your existing
Code on a word processor with some minor amount of
reorganization. Once it is on a word processor, I would
do a substantial amount of editing, shortening, and rewriting
in an effort to make your Code clearer and more concise.
Our fees for this would depend upon the extent to which
you wanted to make substantive changes during the process
of redrafting the Code. If it was a matter of rewriting
the Code without much drafting and redrafting of new ordinances,
I would estimate our fees to be in the range of $10, 000
to 15, 000 .
Although it is not mentioned in the letter from
CLEAR, they understand that the fees to be paid to them
upon submission of their drafts would be paid in 1990, out
of the 1990 Community Development Block Grant funds. I
could also arrange to defer our fees until 1990. According
•
