• MEMORANDUM <br /> TO: CITY COUNCILMEMBERS <br /> THOMAS BURT, CITY MANAGER <br /> FROM: SUSAN VANDERHEYDEN, ASSISTANT TO THE CITY MANAGER <br /> JUDY MONSON, LICENSING CLERK <br /> DATE: MARCH 21 , 1990 <br /> RE: DOG LICENSING <br /> After researching the City Council's suggestions concerning dog <br /> licensing we have obtained the following information. <br /> The Apache Animal hospital and the Ark pet Hospital were contacted <br /> to find out if there is a main time of the year when rabies <br /> vaccinations are given. Both pet hospitals responded that there is <br /> not one time during the year which is considered "vaccination . <br /> time. " Because of this, we do not believe the City can coincide a <br /> -dog licensing period to a vaccination period since vaccinations <br /> occur throughout the entire year. <br /> We also checked on how often dog owners must obtain a rabies <br /> • vaccination. The vaccinations are required every two years, <br /> therefore it would be more convenient for dog owners to purchase a <br /> two year license. <br /> Those cities that do sell two year licenses do so with the same <br /> type of system we currently use in St. Anthony (ie March is the <br /> renewal month of every year) . So a two year license would be an <br /> extension of what we do now only allow more convenience to the <br /> resident because they would not have to come in to relicense their <br /> dog every year. In addition, those cities who have sent out <br /> postcard type notices to relicense have greatly increased the <br /> number of licenses being purchase. Finally, if a person purchased <br /> a license after the first year of the license then they would only <br /> pay half the fee. <br /> The average cost in the metropolitan area for a two year dog <br /> license is $10 . 00, though they do go as low as $6.00. <br /> Because St. Anthony has already licensed 60 dogs for this year we <br /> are recommending that the two year license be implemented for 1991- <br /> 1992 . This will allow us to obtain licenses with the appropriate <br /> year imprinted and allow time to educate residents of the change. <br /> Finally, we are still recommending a fine be instituted for non- <br /> licensure or for late licensure, whichever direction the City <br /> Council would like to take. In addition, a two year license fee <br /> will need to be set if the Council so wishes to implement such a <br /> • program. <br />
