sin th®n <br /> ills a <br /> AppROVAL : <br /> DATE : <br /> November 7 1991 . <br /> TO : Mayor and Councilmembers <br /> FROM : David Urbia, Management Assistant <br /> 2TEM : SOIL CONTAMINATION VERIFICATION - OLD CLARK STATION SITE <br /> Currently, the site is vacant and the City would like to promote redevelopment of the site into <br /> townhomes. An appraisal by Blake Davis to estimate the "fair market value" of the former service <br /> station site and the adjoining narrow strip as of August 20, 1991 amounts to: <br /> Lot 1 - former service station site - $547000 <br /> Lot 2 - adjoining narrow strip - $5,400 <br /> The next step is to perform a soil contamination verification, because if contamination is found, <br /> other steps will need to be taken before redevelopment can occur. <br /> Two engineering consulting firms submitted proposals for the soil contamination verification; they <br /> being: (1) Braun Intertec, and (2) Twin City Testing Corporation. Larry Hamer, Public Works <br /> Director, recommended these two firms. <br /> Braun Intertec proposes the following scope of services: <br /> "...suggests an Environmental Property Assessment along with a Preliminary <br /> Environmental Subsurface Evaluation be conducted at the site. The Environmental <br /> Property Assessment will be useful in evaluating additional on-site concerns besides <br /> the.former gas station, and may identify off-site concerns. Additionally, the future <br /> developer and/or bank will very likely require a Phase I Environmental Property <br /> Assessment prior to purchasing the site. The Preliminary Environmental Subsurface <br /> Evaluation is necessary to evaluate petroleum contamination resulting from the <br /> underground storage tanks." <br /> Braun Intertec's costs are as follows: <br /> Environmental Property Assessment $1,600 <br /> Drilling $1,750 <br /> Chemical Analysis of Soil Samples $550 <br /> Professional Services (includes; $$2,000 <br /> monitoring of soil samples by Field Geologist, collection <br /> of soil samples for laboratory analysis, project supervision, <br /> correspondence and report services) <br /> TOTAL $5,900 <br />
