NEW EUSINESS <br /> 7 <br /> ° a . ordinance No . 1992-004 , Re : Surface Use of Water or. <br /> 9 <br /> Silver Lake ( 1st Readi_,a ) <br /> 10 <br /> 11 Mayor Ranallo advised that this :ordinance was first presented <br /> 12 approximately one year. ago . No Council action was taken at <br /> 13 that time . He also noted that if the St . Anthony City Council <br /> 14 takes any action on this matter; that similar action must be <br /> 15 taken by the City of Columbia Heights and by the Minnesota <br /> 16 Dez)artment of Natural Resources. <br /> 17 <br /> 18 The Mayor invited anyone in attendance to speak on behalf of <br /> 19 the ordinance or in opposition to it . <br /> 20 <br /> 21 The resident at 2505 Silver Lane stated he served on the <br /> 22 survey committee who circulated a petition regarding the <br /> 23 management of the surface water on Silver Lake . He stated that <br /> 24 a survey letter went to all Silver Lake residents .. The survey <br /> 25 letter included a ballot on which property owners could <br /> 26 indicate their preference for more or fewer restrictions on <br /> ^-7 the water surface usage of Silver Lake . . These letter/ballots <br /> were hand delivered to each home on the Lake . Fifty-three were <br /> 29 delivered and forty-nine responses were received . <br /> 30 <br /> 31 This residents stated some reasons for passage of the <br /> 32 ordinance.. The ordinance addressed hours when motorized craft <br /> 33 would be restricted and the speed at which motorized craft <br /> 34 could travel . . <br /> 35 <br /> 36 In response to the Mayor ' s inquiry regarding surveying of <br /> 37 other St . Anthony residents , this property owner responded <br /> 38 that only property owners on Silver . Lake were surveyed . The <br /> 39 Mayor stated he has already received calls from St . Anthony <br /> 40 residents who do not live on Silver Lake and their concerns <br /> 41 regarding restrictions . ' <br /> 42 <br /> 43 Lowell Thompson , President of the Silver Lake Homeowners <br /> 44 Association, advised that the Association has never taken a <br /> 45 position of opposing the ordinance, but rather wants the <br /> 46 ordinance adopted. He felt this is an "orphan" lake, that the <br /> 47 water quality is deteriorating, and that the political <br /> 48 boundaries of the lake prohibit an active interest in the <br /> 49 future of the lake . <br /> 50 <br /> 51 The City Manager noted that the Rice Creek Watershed District <br /> 52 has been petitioned to conduct a . water quality study . He <br /> thinks the Wexford Heights development has impacted on the <br /> �� lake and there will be concerns of the impact a CUB store <br />
