•
March 18, 1996
Mike Morrison
St. Anthony Village
3301 Silver Lake Rd.
St. Anthony, MN 55418
Re: Existing City Hall Asbestos Testing
Dear Mike,
We've received four proposals from hazardous materials testing firms to provide testing and
related services for the City Hall building. Copies of the proposals are enclosed with fees as
follows:
Institute for Environmental Assessment $ 968
Techtron Engineering $1870
• Legend Technical Services, Inc. $2000
Concept Environmental Services, Inc. $2524
The above costs include a survey of hazardous materials, lab testing and a final report. I've
contacted the low bidder, the Institute for Environmental Assessment, and have asked them to
forward a contract to the City. In addition, I have telephoned several references given to me by
John Bissen, IEA's proposed project manager. All of the references I reached were pleased with
IEA's services and fees, and happy to recommend them.
If you do go with IEA, you may want to contact John Bissen at (612)535-7721 to discuss
scheduling and other particulars. He is aware that the existing building will not be demolished
until the new City Hall & Community Center is complete, however, you may wish to have testing
done sooner to determine the extent of hazardous material require_d to be removed before
demolition can occur.
Some of the, proposals include costs to provide other services, but I believe that additional
services are not required at this time. Removal contractors will base their bids on the findings
of the report, and the City may or may not wish to hire the testing company to provide a removal
specification or monitoring. If you have any, further questions, feel free to contact the project
managers listed by the testing firms, or call me.
Sincerely,
•
Elizabeth Herrmann
WILLIAMS/O'BRIEN ASSOCIATES INC. 1111 THIRD AVENUE SOUTH, SUITE 156 MINNEAPOLIS, MN 55404
ARCHITECTS/PLANNERS
612-338-8981 FAX 612-338-8982
