I CITY OF ST. ANTHONY <br /> BOARD OF REVIEW MEETING MINUTES <br /> 3 APRIL 8, 1997 <br /> 4 I. CALL TO ORDER/ROLL CALL. <br /> 5 The meeting was called to order at 7:32 P.M. by Mayor Ranallo: <br /> 6 H. ROLL CALL. <br /> 7 Councilmembers Present: Ranallo, Marks, Enrooth, Wagner, and Faust. <br /> 8 Also Present: Michael Mornson, City Manager and Carrie Luther, Hennepin County <br /> 9 Appraiser. <br /> 10 III. DISCUSSION ON PROPERTY VALUATION IN ST. ANTHONY. <br /> 11 Mayor Ranallo explained the purpose of this meeting was to discuss property valuation in the <br /> 12 City of St. Anthony. Mayor noted that property owners may ask to have their property <br /> 13 reevaluated if they so chose but cautioned that although valuations may decrease, there is the <br /> 14- possibility that the assessor may determine the valuation should be increased. The property <br /> 15 owner would still have an opportunity to appeal to the County Board in June. <br /> 16 Carrie Luther, Hennepin County Appraiser explained the areas where physical inspection <br /> 17 occurred this year were the south side of 33rd Avenue between Stinson and Silver Lake Road <br /> 18 to the north side of St. Anthony Boulevard. She stated the sales growth for residential homes <br /> 19 this year was 3.1%. <br /> q0 Mayor Ranallo noted the 1997 sales rice and 1997 market valuation of four homes which <br /> Y P <br /> 21 had recently sold in the City of St. Anthony: 2808 - 34th Avenue N.E., sales price $119,900, <br /> 22 market valuation $111,000; 3220 Belden Drive, sales price $145,000, market valuation <br /> 23 $144,000; 3017 Wilson Street N.E., sales price $111,500, market valuation $113,500; and <br /> 24 3042 Old Highway #8, sales price $132,000, market valuation.$132,000. <br /> 25 Mayor Ranallo invited anyone who wished to speak to step to the podium. <br /> 26 Jeff Amundsen, 3316 Croft Drive, stated he had purchased his home in July of 1994. The <br /> 27 market valuation at that time was $125,000. In 1995 the valuation increased to $140,000. <br /> 28 Mr. Amundsen contacted the Board at that time and they reduced the valuation to $138,500. <br /> 29 Last year his valuation increased to $141,000,and the 1997 valuation payable in 1998 has <br /> 30 increased to $147,000. Mr. Amundsen stated he felt this valuation was too high and asked <br /> 31 that his property be reevaluated. <br /> 32 Councilmember Faust asked Mr. Amundsen how much he had paid for the house and how <br /> 33 much he had it insured for. <br /> 34 Mr. Amundsen stated he had purchased the home in 1994 for $135,000 and did not have the <br /> 35 insurance information with him this evening. <br /> Motion by Marks, second by Enrooth to approve a County reappraisal of the property owned <br /> —37 b Jeff Amundsen 3316 Croft Drive as requested. <br /> y q <br />
