Williams/O 'Brien Rssoc TEL No .6123388982 May 2 ,96 9 :21 No .002 P .01
. Will Associates, Inc.
1300 Nicollet Mall, Suite 219
Minneapolis, MN 55403
812.338-8981
Memorandum
Date; May 1. 1997
To: Mike Mornson
Ctty of St. Anthony
From: Jim O'Brien
Re: Demolition
Mike,
1 have checked on the reputation of DKH and it appears to be fine. We therefore
recommend award of the demolition contract to them.
. 1 talked with the Minneapolis Community Development Agency for which they have
demolished several properties and with Rochon Construction for which they have just
finished a project for Hennepin County. Both Indicate that the work was well done, on
time, and that they were okay to work with.
I did receive a call form the third low bidder who indicated that there was no way that
DKH could do the work for the price of their bid without leaving the floor the in place
and that would not be legal. 1 talked with Legend Technical Services and was told
that leaving R atteohed to the demolished floor slab is perfectly okay as long as the
material Is buried and not recycled. That does not seem to be a problem.
The asbestos subcontractor would like to start by mid-May. I think you mentioned
that the council would act on this recommendation on the 13th which would work
well. Should I go ahead and get the contract roughed out and over to Bill Soth? The
contractor can start work without It if we issue a letter to proceed on the 14th but It
wouldn't hurt to have it ready and reviewed by the contractor by then.
The bids were a bit surprising. Pleasing but suprising. Competition does not hurt. We
had estimated the cost of demolition at $180,870 plus the cost of the asbestos
removal. Also, at that time the City crews were going to prepare the site for the tennis
courts. All of that work Is now included in the current bid. With the extra work, we
would have thought the cost to be higher. Our estimates are usually slightly below
the average of the bids received and we can usually count on projects coming in
slightly below our estimates. The new City Hall came in just below our estimate, and
we just bid the MNDOT Headquarters Facility In Bemidji which we estimated at
$7,500,000. The accepted bid was $7,240,177.
. I am still smarting a bit over the misunderstanding about the cost of the Booster
Storage and am convinced that our estimate for that work was a better Indication of
what It should have cost than the price Graus wanted to do the work. Competition
can make a difference.
