24-hour flood protection using "Technical Paper 40", which is 5.9 inches in 24 hours. <br /> • The cost to provide 100-year plus an additional 30% flood protection, which,would be 7.7 <br /> inches of rainfall in 24 hours, would increase the preliminary estimate by approximately <br /> 45%. Therefore, the anticipated cost to provide 100-year plus 30% flood protection is <br /> preliminarily estimated at approximately $8.3 million. .Additional work will be required <br /> to verify the need and extent of project work and the cost of the work once City policies <br /> and programs are defined. <br /> A brief description of the location, problem, preliminary recommendation on how to <br /> correct the problem, and associated cost estimate is shown in the attached Table 1. <br /> Preliminary recommendations for providing flood protection in the City of St. Anthony <br /> include purchasing the following homes and constructing storm water overflow basins in <br /> their locations. These homes are: <br /> • 2716 St. Anthony Boulevard <br /> • 2709 Pahl Avenue <br /> • 2700 Pahl Avenue <br /> • 2704 Pahl Avenue <br /> Grant applications to FEMA for the buyout of these homes will be completed and <br /> presented for Council approval on December 17, 1997: <br /> • D. Council Response Options <br /> Based on the above problem descriptions and preliminary recommendations, the City <br /> Council needs to decide on a response to these problems, based on the knowledge that <br /> these flood problems were generated by an event that exceeded typical storm system <br /> design standards for the Metropolitan area. <br /> In order to address the flooding problems identified within this report, the City Council <br /> will need to develop a number of policies and/or programs. Policies and/or programs to <br /> be considered include defining the level of protection provided for structures or property <br /> within the City, providing a grant program or a storm water utility to pay for storm water <br /> improvements, and defining a time line that these improvements should be made. <br /> Outlined below, please find a description of the policies and/or programs that the City <br /> needs to establish in order to respond to flooding problems generated by the July 1, 1997 <br /> event: <br /> 1. Define level of protection to be provided for structures. The City must <br /> establish the design storm event for which they will accept responsibility, if any, <br /> and to which structural protection will be provided. Drainage systems in the <br /> Metropolitan area are typically designed to accommodate a 100-year event <br /> • without allowing structures to be inundated.
