l - <br /> co vt� <br /> tocw <br /> DATE: September 15, 1998 <br /> TO: St. Anthony Village Mayor and City Council r <br /> cc: Mike Morrison <br /> FROM: St. Anthony Village Planning Commission <br /> RE: Recommended Changes to Draft Ordinance 1998-010 Regarding Storm Water <br /> Management Practices <br /> The Planning Commission recognizes the need for storm water management ordinances, both <br /> as a requirement of the Metropolitan Council (in order for them to approve our Comprehensive <br /> Plan), and, more importantly, to improve surface water quality in the City. We applaud the <br /> Council for taking the action of enacting specific storm water ordinances. We have reviewed <br /> model ordinance supplied by the Mptm Council and offer suggestions, both specific and general, <br /> below: <br /> SPECIFIC SUGGESTIONS <br /> Sec 1675.06, Sub. 2 (a)4: If wetland delineations are to be required, we suggest that the term. <br /> delineation be defined in Sec 1675.04 as"'Delineation., A field survey of the soils, vegetation, and <br /> hydrology completed by a person competent to perform such wetland delineations and in <br /> accordance with the regulations of the Minnesota Wetlands Conservation Act of 1991 and the <br /> federal U. S. Army Corps of Engineers delineation manuals.' <br /> Sec 1675.06, Sub. 2 (a) 6: Since the entire City is served by City sanitary sewer, and installation <br /> of sanitary sewer facilities is not allowed, we recommend that the language after"development <br /> proposed" be deleted as it is unnecessary. <br /> Sec 1675.07, Sub. 1: This section calls for City Council action on the storm water management <br /> plan within 120 days of the application. This appears to be in conflict with the 60 day limit <br /> recently enacted by the Minnesota Legislature. Accordingly, we recommend that°120 days" be <br /> replaced by°60 days'. <br /> Sec 1675.08, Sub. 2: Replace"corrosion°with °erosion°: <br /> Sec 1675.08, Sub. 6 (a): Replace °0.5 ft/sec.'with 0.5 cu. ft./sec." <br /> Sec 1675.08, Sub. 6 (a)2: The current specifications present the risk of being in conflict with <br /> the NURP design standards of Rice Creek Watershed District. Replace 'Each sedimentation <br /> basin shall have a surface area of at least one percent of the area draining to the basin and at <br /> least three feet of depth and constructed in accordance with accepted design specifications.' <br /> with °Each sediment basin shall be designed to National Urban Runoff Protocol (NURP) <br /> standards.' <br /> Sec 1675.08, Sub. 6 (d): In the first sentence, replace "pole'with "pile" <br /> . <br /> Sec 1675.08, Sub. 7 (a):At the beginning of the second sentence, replace "The applicant may <br /> also make an in-kind...'with "If approved by the City, the applicant may also make an in-kind...'. <br /> This change will give the City control over the type and size of in-kind or monetary contributions. <br /> Sec 1675.08, Sub. 7 (a) 2: Replace"depressing"with °depressions°. <br />
