FY-E <br /> DATE: September 15, 1998 <br /> TO: St. Anthony Village Mayor and City Council <br /> cc: Mike Mornson <br /> FROM: St. Anthony Village Planning Commission <br /> RE: Recommendations of Planning Commission Regarding Implementation of 1998. <br /> Comprehensive Plan <br /> The successful implementation of the 1979 City Comprehensive Plan was due to both the <br /> specific planning contained in the plan (especially as it related to the Kenzie Terrace <br /> redevelopment) and to the vision and tenacity of the City Councils and Planning Commissions <br /> since 1979. In this spirit, the Planning Commission here proposes priorities and offers its <br /> suggestions and general plans to implement the 1998 Comprehensive Plan, soon to be <br /> approved by the Metropolitan Council. <br /> Between joint Council/Commission meetings, the input of the Comprehensive Plan Task Force, <br /> consultant recommendations, surveys, and widely disseminated discussion, we believe we <br /> share the same vision of the City of St. Anthony held by the City Council. The consensual <br /> Major goals identified through these discussions include: <br /> 1. To remain a relatively small, self-contained entity, which is better able to respond to the, <br /> concerns of its citizens; <br /> 2. To retain a stable sense of community, create a sense of place, and to evolve into a true . <br /> "suburban village"; <br /> 3. To preserve and enhance residential, commercial, and industrial property values through <br /> continued development and redevelopment; and <br /> 4. To remain fiscally responsible. <br /> In order to relate these goals to present and future actions, the Planning Commission reviewed <br /> the 1998 Comprehensive Plan with an eye toward identifying specific tasks that would be most <br /> productive in achieving the goals above. Accordingly, the discussion below itemizes those <br /> issues and opportunities that the Planning Commission believes have an immediacy of need to <br /> reach the goals above. <br /> 1. Commercial Redevelopment: . <br /> A. Apache Plaza-The City Council has worked long and hard on the redevelopment of Apache <br /> Plaza, with early successes. Due to the potential positive property tax revenue impacts to the <br /> City, it makes sense that this be the number one priority for commercial redevelopment efforts <br /> of the City. As a developer, Opus is involved in worldwide large construction and development <br /> projects. Although we believe that Opus has been acting in good faith to promote <br /> redevelopment of the property, we question where a small shopping center redevelopment falls <br /> in project priorities of Opus. Also, being passive results in Opus solely controlling the type and <br /> design of proposed commercial tenants and uses. <br /> B. St. Anthony Shopping Center: A commercial tax base of the second order to the City, this <br />
