Currently, City staff provides advice on other entities to <br /> contact for such money, but the process is poorly understood by most homeowners and many <br /> give up in frustration. Local control would result in more investment by homeowners and <br /> consequently result in better maintenance of the housing stock. <br /> 3. City. Infrastructure <br /> Much of the embodiment of the goal for special "sense of place" comes about through small <br /> construction projects that are often associated with municipal infrastructure construction (e.g.. <br /> Silver Lake Road lake overlook, brick-like crosswalks on 33rd Avenue, proposed Silver Lake <br /> Road bridge over railroad tracks, Trillium Park, etc.). A number of community "identity" projects <br /> are suggested in the Comprehensive Plan, such as decorative lighting along Silver Lake Road, <br /> landscaping in the boulevards along 37th Avenue, sidewalks along collector streets, <br /> landscaping in the median of Silver Lake Road, unique street signage, community gateway <br /> signage, etc. While it may not be feasible to accomplish all of these improvements at once, it <br /> can be feasible to plan for these identifying amenities as construction opportunities come up. <br /> For example, the opportunity for unique lighting along the length of Silver Lake Road will be <br /> driven first by the railroad bridge replacement on Silver Lake Road. A decision on the lighting <br /> standards would need to be made before those design plans become finalized. <br /> Recommendation: We recommend that the Director of Public Works meet twice a year with <br /> the Planning Commission to discuss upcoming construction projects that may provide <br /> opportunities for construction of"identity" projects. In this way, the Planning Commission can <br /> help keep these suggestions alive during the normal course of City infrastructure work. <br /> As a planning arm of the City, we feel obligated to promote those recommendations that we <br /> truly believe will be cost-effective and result in progress toward the City's future goals. We look <br /> forward to discussion of our recommendations with the Council, and hope that these <br /> recommendations will be given seriously consideration. The Planning Commission is also more <br /> than interested in spearheading, developing and implementing any or all of these ideas on <br /> behalf of the City. <br />
