FAX 541-1700 November 19, 1998 Honorable Mayor, City Council and Staff City of St Anthony 3301 Silver Lake Road St. Anthony, MN 55418-1699 Re: Change in Conditions for the Silver Point Park Excavation Project WSB Project No. 1065.31 Dear Mayor,Council and Staff: This letter has been written to advise you we have encountered a change in conditions in the Silver Point Park project. To date, the contractor has removed approximately 17,500 cubic yards of material from Silver Point Park. Of this material, approximately 2,500 cubic yards would be • considered as common excavation and 15,000 pubic yards is special excavation (removal of . construction debris),which is double the 7,000 cubic yards of special excavation anticipated in the ' contract. The contract quantity for special excavation was determined as follows; • Soil borings were completed within Silver Point Park to determine the type of soils present. . • Residents at the public hearing indicated that demolition debris was used to fill an old swamp,which is now Silver Point Park. • Following the public hearing,additional soil borings were undertaken within Silver Point Park to determine the location of this material. • Approximate limits and quantity of this material were determined from conversations with residents and soil boring results. Due to concerns that there may be significantly more quantities of debris in Silver Point Park,an additional investigation of the park was conducted on Tuesday,November 171. This investigation consisted of digging large test pits throughout Silver Point Park, an activity that could not be undertaken in the past without destroying the park. A map showing the location and type of material encountered in Silver Point Park will be presented at your Council Meeting on November 24 . As you may be aware,we did anticipate encountering construction debris consisting of concrete,wood, small diameter pipe, bricks and stucco resulting from the demolition of a building which was used as fill in Silver Point Park. In addition to these materials,the investigation on Tuesday also found • the presence of bottles,paint cans,tires,railroad ties,asbestos pipe,and limited petroleum products.
