Resolution 98-079, re: Approve facilijy usage policy. <br /> 5 Ranallo stated the adoption of a facility usage policy was delayed until the amount of use could <br /> 6 be determined. <br /> 7 Marks drew the Council's attention to the section at the bottom of page 2 which relates to Class <br /> 8 A rental fees, adding that the sentence "Certain circumstances may require fees" requires further <br /> 9 clarification. Mornson stated the policy could be amended to read "Certain circumstances may _ <br /> 10 require additional fees such as security or cleaning." <br /> 11 <br /> 12- Cavanaugh drew the Council's attention to item 3 under Procedures on page 1 which relates to <br /> 13 insurance liability. He questioned the intent of setting liability limits which might discourage <br /> 14 potential applicants. Mornson stated the policy is all-encompassing and designed to give the <br /> 15 City some control. <br /> Motion by Marks, second by Faust to approve Resolution 98-079, to approve facility usage <br /> 17 policy for the St. Anthony City Hall/Community Center with the following change: <br /> 18 Page 2, last sentence under Rental Fees, after "Certain circumstances might require fees" add <br /> 19 "such as security or cleaning". <br /> 20 Motion carried unanimously. <br /> 21 C. Resolution 98-080, re: Ramsey County SCORE grant. <br /> 22 Motion by Cavanaugh, second by Marks to approve Resolution 98-080, to approve submittal of <br /> 23 the 1999 Ramsey County SCORE funding grant application and to enter into a contract for this <br /> 24 program. <br /> 25 Motion carried unanimously. <br /> 26 D. Ordinance 1998-010, re: Storm Water Management 1 st reading). <br /> 27 Ranallo stated the storm water management ordinance's first reading required approval by the <br /> 28 City Council. Marks requested a definition for MPCA, which is referenced on page 7 in Section <br /> 29 1675.08 Subd. 5,be added to Section 1675.04. <br /> Cavanaugh requested the first reading is undertaken with the understanding that the Planning <br /> Commission and Silver Lake Association may have further comments and changes to the <br /> #32 document. <br />
