'"JAN-04-2000 15:27 WSB & ASSOCIATES INC. 6125411700 P.02i05 <br /> January 4,2000 <br /> Capital Investment Committee Members <br /> Re: City of St.Anthony-Request for MDNR Flood Hazard Grant to Complete Flood Mitigation Improvements <br /> Dear Committee Member: <br /> The purpose of this letter is to provide you with an update on the progress of the City of St.Anthony's Flood Mitigation Improvement <br /> Projects,which were undertaken following the 1997 Presidential Disaster Declaration for flooding. <br /> In 1998,the MDNR allocated to the City of St Anthony$2,000,000. This money was to be used to start the construction of flood <br /> mitigation projects. Our representatives also indicated it would be likely that additional funding would be made available by the <br /> legislature in 1999 to complete the necessary emergency flood mitigation improvements. Due to inconsistencies in funding the Flood <br /> Hazard Mitigation Program,the additional funding which was anticipated in 1999 did not materialize. The City of St.Anthony has <br /> prepared a flood improvement plan which consists of a number of interdependent design components. Each component must be built <br /> in order for the system to properly function and provide 100-year flood protection to all of the City's residents. <br /> To date the City has completed or is currently undertaking the following flood mitigation activities: <br /> • Constructed one-half of the required 100-year storm water storage within city parks. <br /> Implemented a flood proofing grant program for flooded residents. <br /> • Purchased flood-prone structures. <br /> • Reconstructed portions of the City's storm water conveyance system. <br /> • Designed of the second half of the required 100-year storm water storage system. <br /> To complete flood improvements,the City anticipates costs of approximately$3.7 million by the end of 1999,$7.5 million by the end <br /> of 2000,and$10.6 million for the completion of all improvements. Without the assistance of the MDNR,all phases of the flood <br /> mitigation improvements will not be completed. If the project cannot be completed,flooding and the costs associated with damage <br /> and clean-up will continue to occur. The City of St.Anthony has invested a tremendous amount of effort,money,time,modified our <br /> parks system,and increased taxes significantly to resolve the flooding problems without burdening adjacent communities. It is our <br /> desire so complete these improvements and eliminate these frequent,recurring flood problems. <br /> To achieve this goal;the City requests fimding from the MDNR to complete Flood Hazard Mitigation Improvements in the amount of <br /> $2,725,000 in 2000. A breakdown of individual project costs,current project schedule and a figure showing the status of projects to <br /> date are attached for your review.
