MEMORANDUM 27 <br /> . DATE: February 16, 2000 <br /> TO: Michael J. Mornson, City Manager <br /> FROM: Kim Moore-Sykes, Management Assistant G� <br /> ITEM: February 15'b Planning Commission Meeting Summary <br /> 1. Planning Commission Representative. No Planning Commission Representative was <br /> designated for the February 22nd Council meeting because there were no public hearings. <br /> 2. Public Hearings. None. <br /> 3. Concept Review. None. <br /> 4. Apache Update, Scott Tankenoff Hillcrest Development. Scott came and updated the <br /> Planning Commission on his efforts to purchase Apache Plaza. He reported that both he <br /> and the Bank have signed the Purchase Agreement and that he hopes to start work by <br /> May. <br /> 5. Discuss Need for Planner at Apache. Chair Bergstrom reported that he is concerned that <br /> the development of Apache will happen without review of comment from the Planning <br /> Commission. He said he is interested in having a planner that can work with Staff, <br /> Hillcrest and the Planning Commission that can develop something that the community <br /> will be proud of. Tankenoff commented that that was the goal of Hillcrest as well. <br /> 6. Discussion of Goals for 2000. The Planning Commissioners decided to wait on <br /> developing their goals until after the goal setting retreat and the joint meeting in April. <br /> 7. Need for a Variance for Nativity Lutheran Church. The Planning Commission did not <br /> see a need to go through a variance process for this issue. They wondered if the City <br /> couldn't just make a finding that the replacing of the sign in the same location and <br /> dimensions did not trigger a need to make the structure conforming. They felt that to <br /> move the sign, which was grandfathered in, out of the right-of-way would.create too much <br /> of a hardship and the granting of a variance would lessen the value of the process. <br /> They wanted an opinion from the City Attorney regarding the City's ability to make this <br /> finding and what liability would the City create by granting a variance in this situation. <br /> They asked staff to review what was done for Bona's service station with regard to a non- <br /> conforming structure and the look at the Baker's Square sign that also appears to be.in the <br /> right-of-way. <br /> . 8. Lot Coverage. The Planning Commission would like to invite Todd Hubmer, WSB, to <br /> speak to them about the impact on the storm water run-off if the City increases lot <br /> coverages, designates and defines impervious surfaces, etc. <br /> 9. Adjournment. The Planning Commission meeting adjourned at 9:15 p.m. <br />
