City of St. Anthony 20 <br /> February 24, 2000 <br /> Page 4 <br /> • Capital Equipment <br /> In order to fund the Public Works Building as a lease revenue issue, we have proposed that <br /> capital equipment be purchased through equipment notes. This frees up funds within the <br /> operating levy but will increase the tax rate, which is paid for by the taxpayers. <br /> Water Filtration Principal <br /> Roger and I have looked preliminarily at the Water Filtration Fund and believe that up to <br /> $1 million of principal from that Fund can be applied to these projects without jeopardizing the <br /> long-term stability of the Fund for operation and eventual plant replacement. This amount can <br /> be used to reduce the amount that would need to be bonded in a referendum.
