ANTHONY <br /> 2 <br /> 3 HOUSING AND REDEVELOPMENT AUTHORITY MEETING <br /> 4 <br /> 5 MARCH 11, 2003 <br /> 6 <br /> 7 CALL TO ORDER. <br /> 8 Chair Hodson called the meeting to order at 8:06 p.m. <br /> 9 <br /> 10 ROLL CALL. <br /> 11 Commissioners present: Chair Hodson; Commissioners Sparks and Thuesen. <br /> 12 Commissioners absent: Commissioners Faust and Horst. <br /> 13 Also present: Executive Director Michael Mornson. <br /> 14 <br /> 15 I. APPROVAL OF MARCH 11, 2003 H.R.A. AGENDA. <br /> 16 Motion by Commissioner Sparks to approve the March 11, 2003 Housing and Redevelopment <br /> 17 Authority Agenda as presented. <br /> 18 <br /> 19 Motion carried unanimously. <br /> 20 <br /> 21 H. CONSENT AGENDA. <br /> 22 Motion by Commissioner Thuesen to approve the Consent Agenda, which consisted of: <br /> 23 <br /> 24 A. H.R.A. Meeting Minutes of February 11, 2003; and <br /> 25 B. Claims. <br /> 26 <br /> 27 Motion carried unanimously. <br /> 28 <br /> 29 M. GENERAL POLICY BUSINESS OF THE H.R.A. <br /> 30 A. Consider Request for Proposals for inspection services for Apache Plaza redevelopment <br /> 31 (Stacie Kvilvang,Ehlers &Associates, Inc). <br /> 32 Stacie Kvilvang of Ehlers &Associates,Inc. came forward to give an update on the Northwest <br /> 33 Quadrant TIF Inspection RFP Response. <br /> 34 <br /> 35 Ms. Kvilvang said that on January 17, 2003 Ehlers sent out an RFP, on behalf of the City, for <br /> 36 property inspection services related to creating and assessing qualifications of property for <br /> 37 redevelopment eligilbity and inclusion within a TIF Redevelopment District. She said the <br /> 38 inspections would consist of inspecting twenty-eight buildings, located on twenty-four parcels. <br /> 39 <br /> 1�40 Ms. Kvilvang.said the RFP responses were due on Friday,February 14, 2003. Ehlers received <br /> 41 responses from SEH for the amount of$25,100.00, LHB Architects for the amount of <br /> 42 $20,000.00, and Bonestroo for the amount of$18,850.00. She said that based upon Ehlers <br /> 43 review of the RFP responses, they are not recommending utilizing the lowest responsible bidder, <br /> 44 which is Bonestroo. She indicated that the reasons for not recommending them are their extent <br /> 45_ of experience and their inspection report is not as comprehensive as the other two bidders. <br /> 46 <br /> 47 Ms. Kvilvang stated that both LHB and SEH have experience in completing these types of <br /> 48 inspections and providing the required comprehensive and detailed reports.
