RESOLUTION 76-014 <br /> A RESOLUTION CONCERNING <br /> MINNESOTA MUNICIPAL AID FORMULA <br /> WHEREAS, the 1975 Minnesota Legislature adopted anew formula <br /> for allocation of State funds to local government communities and <br /> that formula consists of three factors; namely, population, last <br /> three years average mill . rate, and sales ratio, and <br /> WHEREAS, the population factor in the formula is defined in <br /> the law as being the 1970 Federal Census, and <br /> WHEREAS, many municipalities in the metropolitan area have <br /> shown significant increases in population since 1970 and many <br /> municipalities have shown decreases in population since 1970 , and <br /> WHEREAS, distribution of state funds on the basis of out- <br /> dated population statistics result in an unfair distribution of <br /> funds because of the erroneous data used in the formula with <br /> respect to population. <br /> BE IT THEREFORE RESOLVED, -that the City of St.. Anthony does <br /> hereby encourage the legislators representing St. Anthony to <br /> sponsor and- support legislation in the 1976 Legislative Session <br /> that would accomplish the intent of either of the following <br /> alternative policies: <br /> 1. The Legislature should modify the population factor <br /> of the local government aid formula to use the 1970 Federal <br /> Census, whichever is higher, provided that the -Metropolitan <br /> Council estimate shall not be used as a basis for determining <br /> aid in the calendar year after a special census if the special <br /> census is less than such estimate. <br /> 2. The Legislature should modify the population factor <br /> of the local government aid formula to use for each <br /> community the 1970 Federal Census or the most recent <br /> Federal Census if a Federal Census has been conducted since <br /> 1970 in any municipality. <br /> Adopted this 10th day of February 1 76 . <br /> ATTEST: a or <br /> Clerk <br /> C y Ma &cfee <br />
