This Amendment has been recommended for adoption in <br /> member municipalities by the SPRS Board of Directors. <br /> The enclosed Amendment makes the following changes in the Joint and Cooperative <br /> Agreement: <br /> (1) Article IV is amended so that there are no limitations upon whom may be <br /> appointed as a Director and an Alternate Director; <br /> • (2) Article VIII is amended so that meetings of the Executive Committee are <br /> scheduled in conformance with Minnesota's "open meeting" law; <br /> (3) Article VIII is further amended to specify the guidelines for disbursing <br /> SPRS funds; and <br /> (4) Article XII is amended to clarify the distribution of assets (or liabilities) of <br /> the SPRS in the event of its dissolution. <br /> It is important to remember that all members of the SPRS must adopt the enclosed <br /> Amendment and that it must be adopted in exactly the same form in each community. <br /> Hopefully this Amendment can be scheduled for approval by your City Council in the <br /> near future. <br /> Once the enclosed Amendment has been adopted in your community, please return an <br /> executed copy of it to Larry Thompson at the above address.
