I <br /> RESOLUTION 80-044 <br /> A RESOLUTION AUTHORIZING THE SUBMISSION <br /> OF AN APPLICATION FOR HUD 701 GRANT FUNDS <br /> WHEREAS, the City. Council. has completed a ,comprehens=ive .study of..-:the <br /> resources and ;goals .of _theCity ;pursuant: to the „requ`irement sof: the Metro- <br /> politan Land Planning Act of 1976; and <br /> WHEREAS., pursuant to objectives. of the Comprehensive Plan, the <br /> City Council has been considering. revitalization or redevelopment <br /> of. various. parcels of land in the City; and <br /> WHEREAS, the City Council hasinterviewed consultants to assist <br /> in possible- revitalization/redevelopment _activities; and <br /> WHEREAS , the City Council has resolved that planning firms be <br /> directed to serve as consultants to the Council and to undertake <br /> the following activities, subject to .the negotiation of an acceptable <br /> fee: <br /> (1) A marketing/economic feasibility analysis of that <br /> triangular shaped residential and commercial area which is <br /> bounded by Kenzie Terrace, Lowry Avenue N.E. , and State <br /> Highway 88, as to whether continued commercial land use is <br /> feasible and most appropriate or whether another-land use <br /> may be more appropriate. <br /> (2) An economic analysis as to whether such tools as Industrial <br /> Development Revenue Bonds, Tax Increment Financing or <br /> federal loans and aids may be feasible to promote re- <br /> vitalization or redevelopment and its necessary magnitude <br /> in terms of density, height, scope and other- such_ con- <br /> siderations. <br /> (3) A proposed statement of community goals and objectives for <br /> the site (s) reflective of good planning, economic feasibility, <br /> greatest and best land use, and environmental considerations. <br /> (4) An analysis of soil conditions , access , public utilities <br /> and improvements, and other considerations affecting <br /> revitalization and redevelopment of the site (s) . <br /> (5) A recommendation as -to the staging of potential revitali- <br /> zation/redevelopment activities based upon the aforeto- <br /> mentioned analysis . <br /> (6) A proposed "Request for Proposals to Undertake Revitaliza- <br /> tion/Redevelopment Activities" based upon the aforeto- <br /> . mentioned analysis . <br />
