DATE: October 24 , 1980 <br /> • TO.: James Fornell, City Manager <br /> FROM: Donald Hickerson, Chief of Police <br /> SUBJECT: Police overtime and salaries <br /> We have had to use a large amount of overtime. in order to <br /> have minimum staffing the past few months because of vacations, <br /> sick leave, court time, felony investigations, search warrants, <br /> complaints and to complete details which were not finished at <br /> shift end. <br /> We had -25 days of sick leave from July lst through the pre- <br /> sent time and had to use 11 days overtime to provide minimum staff- <br /> ing during this period. This overtime was needed even after <br /> changing shifts and days off for a number of officers in an attempt <br /> to avoid overtime.. <br /> We can anticipate additional overtime through January 1, 1981, <br /> • over and above the normal amount. Officer Hawkinson starts vaca- <br /> tion on October 22nd and will be on vacation through December 3rd, <br /> at which time he will retire. We have changed shifts where possi- <br /> ble, to cover overtime expenditures; however, there are some vaca- <br /> tions scheduled during this period and we can anticipate some sick <br /> leave, court time, etc. . We also have vacations scheduled during <br /> the Holiday season. <br /> We are , in effect, creating a dilemma by only letting one <br /> patrolman go on vacation at a time. (This was done to curb over- <br /> time. ) The Department has as of 9-30-80 accrued 132. 5 days vaca- <br /> tion which has not been taken and as of 1-1-81 will have 175. 5 <br /> days accrued vacation. Obviously some of the accrued vacation will <br /> be taken prior to 1-1-81; but we -will be carrying a large amount <br /> into 1981. <br /> I feel the remaining police budget should be used (where <br /> possible) for overtime and salary for a replacement officer for <br /> Hawkinson. <br /> • <br />
