RESOLUTION 80-086 <br /> A RESOLUTION OPPOSING THE AMENDMENTS <br /> .TO THE RULES AND REGULATIONS OF THE <br /> RICE CREEK WATERSHED DISTRICT <br /> WHEREAS, the City Council is elected to govern the City of St. <br /> Anthony and assumes responsibility for the reasonable control of <br /> run-off and protection of wetlands. <br /> WHEREAS, the City Council of the City of St. Anthony strongly <br /> opposes the amendment to adopt rules and regulations under M.S.A. <br /> 112 . 43 Managers: Powers, Duties. <br /> NOW, -THEREFORE, BE IT RESOLVED-, the City Council of the City of <br /> St. Anthony opposes the proposed amendment changes to Chapter 112 .43 , <br /> as proposed by the Managers as an unreasonable extension of the <br /> powers of the Managers based upon incomplete and inconclusive proof <br /> as to the administrative necessity. <br /> BE IT FURTHER RESOLVED, that the City .
