vI �r <br /> July 20, 1981 <br /> BYLAWS: THIRD DRAFT <br /> THE EAST SIDE HENNEPIN COUNTY HUMAN SERVICES COUNCIL <br /> Article I. Name <br /> The name of this organization shall be The East Side Hennepin County <br /> Human Services Council . The East Side is defined as that area included in <br /> the boundaries of the Northeast and University Planning Districts and the <br /> Hennepin County portion of the City of St. Anthony. <br /> Article II. Purpose <br /> The Council shall be the citizen participation mechanism for advising <br /> Hennepin County in the process of assessing and prioritizing human services <br /> needs and in recommending ways to meet these needs. <br /> • Article III. Membership <br /> There shall be two categories of membership on the Council : resident and <br /> categorical . Although an individual may be both a resident and a categorical <br /> member at the same time, an individual shall have only one vote, subject to <br /> such provisions as are otherwise contained, herein. <br /> A. Resident Membership. Any person residing in the East Side area 16 <br /> years of age or older is eligible for membership on the Council . There will <br /> 'be one member for every 3,000 residents in each of the three areas, except <br /> that no area shall have less than two members. The population shall be <br /> determined by the most recent United States Census. <br /> The method of selection of membership in each of the three areas shall <br /> be left to the discretion of the University Planning District Citizens Advi- <br /> sory Committee, the Northeast Planning District Citizens Advisory Committee, <br /> and the City of St. Anthony. <br />
