RESOLUTION 82-030 <br /> A RESOLUTION TO DESIGNATE AND ESTABLISH A REDEVELOPMENT/HOUSING DISTRICT <br /> • NO. 1 PURSUANT TO THE PROVISIONS OF SECTION 462 OF THE MINNESOTA <br /> STATUTES AND ESTABLISH A TAX INCREMENT DISTRICT PURSUANT TO THE PRO- <br /> VISIONS OF SECTION 273 . 71 to .273 . 78 INCLUSIVE .OF THE MINNESOTA STATUTES <br /> (CHAPTER 322 , LAWS OF MINNESOTA, 19791 AND ADOPTING A REDEVELOPMENT <br /> PROGRAM AND FINANCE PLAN FOR SAID REDEVELOPEMENT/HOUSING AND TAX <br /> INCREMENT FINANCE DISTRICT <br /> WHEREAS , the City, .Council of the City of St. Anthony, Minnesota, has <br /> determined that - it is necessary and desirable in the public interest <br /> to designate , establish,. develop and administer a Redevelopment/Housing <br /> District in the City of St. Anthony, Minnesota, pursuant to the provisions <br /> of Section 46.2 of .the Minnesota Statutes ; and <br /> WHEREAS,, the Housing and Redevelopment Authority of St. Anthony, <br /> Minnesota (HRA)_. has now prepared. a Redevelopment Plan .for an urban <br /> renewal project for the. Kenzie Terrace area of St. Anthony, Minnesota <br /> (Project Area), .entitled Kenzie .Terrace Revitalization Program, dated <br /> May- 1981, and subsequent amendments. d.ated .June 1982 (the Plan) , part <br /> of which plan contains a .tax increment financing plan for a housing/ <br /> redevelopment district; and <br /> WHEREAS, the Plan has been prepared by the HRA with the cooperation <br /> and assistance ofthe appropriate City departments and the community <br /> task force; and <br /> WHEREAS , the Authority , by resolution. duly adopted at a meeting held <br /> • on June 28, 1982 ,. did approve- the Plan and did authorize application <br /> to the City Council of the Plan, including a statement .of the method <br /> proposed for financing the project proposed by the Plan; and a written <br /> opinion of the Planning Commission of the City of St. Anthony, dated <br /> June 15 , 1982; and <br /> WHEREAS , the application for -approval of the Plan has now been made <br /> to the .City Council, and the Plan, a. statement of the method proposed <br /> for financing the project proposed by the Plan, and the written <br /> opinion. of the Planning Commission have. now been duly submitted to <br /> the .Ci-ty. Council , and the City Council , on June 28, 1982 ,. duly held a <br /> .public hearing .on. the plan pursuant to published notice , all as <br /> required by Minnesota Statutes 462 . 521 and 273; and <br /> WHEREAS , the HRA may not proceed with the Plan unless the City Council , <br /> by resolution, makes certain findings with respect to. the project <br /> area and the tax increment plan and..approves the Plan; and <br /> WHEREAS, the City Council of the City of St. Anthony has determined <br /> that tax increment financing will be necessary to finance the public <br /> costs associated with the redevelopment/housing project within the tax <br /> increment district, pursuant to Minnesota Statutes 273. 71 to 273 . 78 , <br /> inclusive; and <br /> WHEREAS, the HRA has fully informed the members of said School Board <br /> • and Board of County Commissioners of the fiscal and economic implica- <br /> tions of the proposed housing/redevelopment district and. tax increment <br /> district; and <br />
