<br /> FINDINGS AND DETERMINATIONS BY, .AND RESOLUTIONS OF,
<br /> THE CITY COUNCIL OF THE CITY OF ST. ANTHONY, MINNESOTA,
<br /> RELATIVE TO AND APPROVING A REDEVELOPMENT PLAN FOR AN
<br /> URBAN RENEWAL PROJECT FOR THE KENZIE TERRACE AREA IN
<br /> ST. ANTHONY, MINNESOTA, ENTITLED "KENZIE TERRACE
<br /> REDEVELOPMENT PROJECT" , DATED MAY, 1982
<br /> WHEREAS, it has been the intent and desire of the City of
<br /> St. Anthony for many years to improve conditions in the section
<br /> of the City of St. Anthony referred to as the Kenzie Terrace
<br /> area; and
<br /> WHEREAS, the Housing and Redevelopment Authority of St.
<br /> Anthony, Minnesota (the "Authority" ) , has now prepared a .
<br /> redevelopment plan for an urban renewal project for the area
<br /> north of Lowry Avenue, west of St. Anthony Boulevard, and
<br /> south of Kenzie Terrace and parcels 24-0004 and 24-0003 north
<br /> of Kenzie Terrace of St. Anthony, Minnesota (the "Project Area") ,
<br /> entitled "Kenzie Terrace Redevelopment Project" , dated May,
<br /> 1982 (the "Plan" ) ; and
<br /> WHEREAS, the Plan has been prepared by the Authority with
<br /> the cooperation and assistance of the appropriate City
<br /> departments; and
<br /> WHEREAS, the Authority, by resolutions duly adopted at a
<br /> meeting held on July 27, 1982, did approve the Plan and did
<br /> authorize application to the City Council of the Plan, including
<br /> a statement of the method proposed for financing the project
<br /> proposed by the Plan, and the written opinion of the Planning
<br /> Commission of the City of St. Anthony, dated June 15., 1982; and .
<br /> WHEREAS, application for approval of the Plan Pias now been
<br /> made to the City Council, and the Plan, a statement of the method
<br /> proposed for financing the project proposed by the Plan, and the
<br /> written opinion of the Planning Commission have now been duly
<br /> submitted to the City Council, and the City Council on- August
<br /> 24 , 1982 , duly held a public hearing on the Plan pursuant to
<br /> published notice, all as required by Minnesota Statutes §462 .521; and
<br /> WHEREAS, the Authority may not proceed with the Plan unless
<br /> the City Council, by resolution, makes certain findings with
<br /> respect to. the Project Area and Plan, and approves the Plan; and
<br /> WHEREAS, the Authority has studied the location and the
<br /> physical condition of structures, land use, environmental
<br /> influences, and social, cultural - and economic conditions of
<br /> the Project Area., and the Planning Commission of the City of
<br /> • St. Anthony, Minnesota, being the duly designated and acting
<br /> official agency of St. Anthony, has found and determined that
<br /> the Project Area is a deteriorated area within the meaning of
<br /> Minnesota Statutes §462 .421, Subd. 11, as set out in its written
<br /> opinion submitted to the City Council,, which finding and
