1?.6 <br /> • RESOLUTION 82-054 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE <br /> CITY OF ST. ANTHONY CONCERNING THE SELECTION <br /> OF PREFERRED- AREAS FOR THE LOCATION OF <br /> HAZARDOUS WASTE PROCESSING FACILITIES <br /> WHEREAS , the Minnesota Waste. Management Board has prepared an <br /> inventory of .Preferred. Areas . for Hazardous Waste Processing <br /> Facilities ; and <br /> WHEREAS , certain of th.ese. preferred sites are located near the <br /> highly residential areas in :the City of St. Anthony; and <br /> WHEREAS , the City Council of .the .City of St. Anthony has a high <br /> level of concern and responsibility for the health, safety and <br /> well-being of all of the residents of the City of St. Anthony; and <br /> WHEREAS , the location of Hazardous Waste Processing Facilities <br /> is an action with potentially great environmental , social and <br /> safety-related consequences . <br /> NOW, THEREFORE, BE IT RESOLVED, by the .City Council of the City <br /> of St. Anthony as follows: <br /> (1) We are greatly concerned about the potential effects of any <br /> such .hazardous- waste processing facility located in or near <br /> our community. <br /> (2). We .urge careful study and deliberation in any .process which <br /> selects such a site. <br /> (3). We. strongly, request that .the actual location of such a site <br /> be proceeded by adequate public hearings , environmental review <br /> (includingenvironmental impact statements) and general public <br /> information.. <br /> (:4). That the final selection of potential sites take into considera- <br /> tion such items as prevailing winds , need for evacuation and the <br /> viability of such plans as well as the general location of <br /> schools , hospitals , rest homes and other uses for which <br /> immediate evacuation would be at best difficult and at worst <br /> nearly impossible. <br /> (-5).
