FINAL <br /> • NCMH SUBURBAN CABLE COMMISSION <br /> JOINT AMID COOPERATIVE AGES <br /> FOR THE ADMINISTRATION OF A CABLE-COMMUNICATIONS SYSTEM <br /> I. PARTIES <br /> The parties to this agreement are governmental units of the State of <br /> Minnesota. This agreement is made pursuant to Minnesota Statutes Section <br /> 471.59, as amended. <br /> II. GENERAL PURPOSE' <br /> The general purpose of this agreement is to establish an organization <br /> to monitor the operation and activities of cable communications, and in par- <br /> ticular, the Cable Communication System (System) of the parties; to provide <br /> coordination of administration and enforcement of the franchises of parties for <br /> 'their respective System; to promote the development of locally produced cable <br /> • television programming; and to conduct such other activities authorized .herein <br /> as may be necessary to insure equitable and reasonable rates and service levels <br /> for the citizens of the members of the organization. <br /> III. NAME <br /> The name of the organization is the North Suburban Cable Commission <br /> (NSCC) • <br /> IV. DEFINITION OF TERMS <br /> Section 1. For the purposes of this agreement, the terms defined in <br /> this Article shall have the meanings given them. <br /> Section 2. "Commission" means the Board of Directors created pursuant <br /> to this agreement. <br /> Section 3. "Cbuncil" means the governing body of a member. <br /> Section 4.
