ANTHONY <br /> RESOLUTION 84016 <br /> A RESOLUTION RECOMMENDING THAT THE STATE OF <br /> MINNESOTA LOCAL GOVERNMENT AID FORMULA BE <br /> FROZEN FOR FISCAL YEAR 1985 <br /> WHEREAS , the local government aid formula does not distribute aid in a <br /> systematic way that is fair because of continual piecemeal modifica- <br /> tions; and <br /> WHEREAS , the local government aid formula was changed in 1983 to affect <br /> the 1984 fiscal year because of inequities in the distribution to <br /> cities; and <br /> WHEREAS , the 1983 changes in the local government aid formula has <br /> caused an even more unfair distribution to cities; and <br /> WHEREAS, allowing the formula to continue would cause another unfair <br /> change in the redistribution for fiscal year 1985; <br /> NOW, THEREFORE, BE IT RESOLVED that: <br /> • 1. The State of A'linnesota. should freeze the formula affecting <br /> fiscal year 1985 so .that the formula does not again re- <br /> distribute aid even more inequitably and grant a 6% increase <br /> in LGA to all Minnesota cities in 1985 . <br /> 2 .
