3. Relationship between the parties: <br /> a. The parties agree that the relationship between <br /> them created by this contract is that of employer <br /> (the County) - independent contractor (the City) . <br /> No agent or employee of the City shall be deemed <br /> to be the agent or employee of the County. <br /> b.
