DATE: January 8, 1985 <br /> • TO: Dave Childs, City Manager <br /> FROM: Don Hickerson, Chief of Police <br /> SUBJECT: Animal Control Services <br /> After reviewing pr:op.o_sa;l;s for animal control services from Minnesota <br /> Animal Patrol Services, Inc. (MAPSI) and White Bear Animal Control , <br /> Inc. (WBAC) , I recommend that we accept the two year contract with <br /> WBAC for the following reasons: <br /> A. Price per hour of patrol is identical ($17.50 per hour). <br /> B. WBAC has a one hour minimum on weekdays from 6PM to 6AM <br /> and on weekends while MAPSI has a two hour minimum after <br /> 1OPM on weekdays and weekends. <br /> C. Price per animal per day or fraction thereof to board <br /> impounded animals is 50 .cents per day less at WBAC. <br /> D. Price per animal for euthanasia is 50 cents less at WBAC. <br /> Additionally, we have been experiencing extremely long delays in response <br /> with MAPSI sometimes necessitating as many as four calls. Citizens have <br /> registered complaints about the service as well as officers of our depart- <br /> ment. I have discussed animal control services with a number of Chiefs of <br /> • other communities and those using WBAC have received far better service <br /> than they did using MAPSI. <br /> At this time, MAPSI responds from B-l.aine"while WBAC will be responding from <br /> 506 11th Avenue North, Minneapolis. <br /> The only increase in the second year of the WBAC contract will be a 90 cent <br /> per hour increase for patrol ($18.40 per hour) and a similar increase for <br /> unscheduled call-out service ($18.40) . <br /> Is. <br /> DH/bd <br />
